The best way to farm for gear is to leverage class communities. Normally, you'll get 4x<insert your class here> rifting together so they will share they get and can't/don't to use. You can also give a heads up to the group in the beginning to let them know you are looking for something in particular so they can be extra careful not to salvage it.
Finally, be careful about running in an open group on consoles. A lot of people hack and dupe gear so you might start a rift and end up with a thousand paragon points you didn't want. Only run with people you trust will be honest to the mechanics of the game, if that is what you desire as well.

It took me a while to understand what you are asking. bounties is the only way to farm for mats for the cube for extraction. if you can only run t3-t4 then that's all you can do. that means you are slow doing it too correct? I would do more T1 speed farming to gear up then you can run higher torment.
Another way to quickly get some of the tier pieces is Blood Shards. Run bounties and rifts as often as possible, then clear all your shards on 1 slot (ie head, shoulders, etc) at a time until you get a set piece. Keep moving from slot to slot until you have a 6 piece bonus. That alone should help you farm faster and get to higher rifts.
You get the same amount of materials on T1 as you get on T6, so any difficulty from T2-T6 is just wasted increased effort. (Yes, someone might start to nitpick here that you have a higher chance to get cache legendaries - but in the end you'll run enough bounties to get those anyways, and you should always maximize towards materials, nothing else.) Staying on T1 for a long time is not an issue, as bounties are really really fast there, and they're so much faster. Mobs have 25 more HP on T7 than on T1, but the caches drop only 33% more materials - so if you can finish a full T1 bounty rotation in 18 minutes, you'd have to stay under 24 minutes to warrant T7 (looking at materials only, since that's the purpose of this thread).
Obviously, as others have pointed out, just look for a split bounty group in communities and there are plenty of T7 and even T10 groups who are amazingly fast; however, as a matter of fairness you shouldn't look for those groups until you can hold your own weight in such a group (as you have to clear a bounty on your own in a 4 player game).
You can talk to Tyrael once in every act (after you've finished all five bounties). Since all the bounties are completed, the only way to get another cache is to restart the game.
Not sure if you're aware of this, but just in case: always start with the act that has a "bonus" banner, you'll get two bounty caches from Tyrael in that act. After you've talked to Tyrael the "bonus act" will move to a different one; and so on. You complete all 25 bounties in all five acts (in the order of bonus acts) and get 10 caches. After that, you restart the game, rinse, repeat.
Simply leave and join again (if you're in a group, everyone has to leave the game before the leader can start a new game). Unfortunately there's no other way to "reset" bounties/ubers/keywardens or anything like that.
There is a table that a dfan's member made. This is the fastest way. The table predicts the order and schedule of each bounty act. Say you want to farm act 3 bonus bounty, you can, for 1 hour. Afterwards it shifts.
When you get T10 level geared this is the most efficient way to min max farming. Unless you have a dedicated party.

Are you playing PC?
Materials are found doing bounty's. Bonus Bounty's give you more materials. Indicated on the map that shows ALL acts at once.
Farming for gear is probably best done in Rifts for straight drops, and Bloodshards are best acquired in Greater Rifts to gamble with Kadala.

Also.....does the lvl of play ( IE torment, expert, hard etc ) determine the quality or frequency of drops?
Yes, higher the level, higher the multipliers. BUT slower your ability to kill perhaps. So find the sweet spot.

Do not run bounties on T4. Always run bounties on either of those three difficulties: Torment 1, Torment 7, or Torment 10. Why? See here:

If I've completed a bounty say on act 1 on torment lvl 1....how many times can I do it and get the rewards after from Tereal?
