A few people have brought up how respec costing large amounts of gold would increase the value of it in the economy. Having gold be just as valuable in trading as powerful items.
Either way the frequency and scarcity of gold will also be important; how important it is with other parts of the game. I think what makes this thread so intense and alive is that respec is a relatively new concept, especially to the Diablo universe.
I don't think a timer between availabilty to respec has been brought up. An in game timer for between respecing or, you only have 15 minutes to respec the last skill you just put in.

I am pro and against this.
Against- this will destroy the chance of people to remake their chars, and try to better themselves everytime. There will just be no fun to it anymore. You will not have to work hard for your chars' supremacy.
I don't understand this concept. Sure, I can work at making myself better at leveling up through the game, and respecs will mean I focus less on that, but you still need to work hard at playing the high ends of the game. Even more so than the leveling/progression part. The end of the game should be the hardest part, and will be the best to hone your skills as a player. After doing that for some time, when you do decide to go back to make another class, you'll find that the things you learned playing the end game, while not neccesarily the same things you would have learned playing through each time, are at least as important, and in many cases more important.
When I play a game, my ultimate goal is to be the best player I can be and destroy whatever opposition is presented to me, human or NPC. Playing through early and easier stages of the game doesn't promote that as much as late difficult stages.
Regarding cooldowns on respecing. (i.e. back on topic)
An in game timer simply won't work. I'll just afk overnight, job done. Gradualy increasing costs in conjunction with those costs going down with a real world timer is an interesting idea. One I don't really like, but I am willing to compromise with those who don't want constant respec to be what this game is about.

There are no cheap tactics, only good ones.
Don't be afraid to take a chance, your skill will help the dice roll in your favor.
Be polite. Be efficient. Have a plan to kill everyone you meet.
Respecing comes down to one thing. Time. It's all about time.
Take the comparison everyone is using. World of Warcraft.
It takes time to level a new character. 10 days playedish to level a character to the maximum level.
Say for example if you have a Prot Warrior and you decide you'd like to try a Dps Warrior you dont want to spend 10 days (played time) to lvl a new Character, so you respec.
This is fine for WoW, you can just respec and all it takes is a little bit of time to grind the gold (considerably less than lvliing a new character).
This is the whole point of Respecing so you dont have to spend the time leveling again.
Now D1 and D2 weren't like this and i hope to god that D3 wont be.
A part of the reason i played D2 for so long was how i always strived to be better. As i got better gear i could alter my spec. Achived by leveling a new character. And thus i have a reason to keep playing the game (more so cos i played HC but thats beside the point).
Leveling itself was far more satisfying as a part of the game rather than something i had to do before i could really start playing (as it became in Wow).
Personaly i love playing different classes not just specs and i don't want to see Diablo 3 go the way of MMOs where it takes hours just to level up one level. I want to be able to say "i feel like playing a diffent class now" and then not commit a huge abount of my time to being allowed to play one at a decent level.
Now say you could respec in Diablo 3. ok there are 5 classes with an unknown number of specs. But you can respec so you only need one of each class. For the game to have surviveability over time with only 5 classes it will have to take time to level up 5 classes. Cant have everyone with one of each classe after only 2 weeks. So now we basicly have a grinding game where you have to grind out the levels. So we spent all this time getting our 5 classes and now all that is ever left to us is end game cos we will never have to level a character ever again. But how far do you take end game? It all comes down to gear now and new challenging and exciting content. But to have constantly updating content you need a development team and that means money. Monthly feas. Starting to look alot like WoW if you ask me! and im sick of WoW.
And thus i Belive the ONLY way to go with Diablo 3 is to keep the Leveling time short and Dont allow respecs!!
Agreed
also i think alot of the people voicing that they want respecs are just WoW players. One because you can tell that they dont like any kind of challenge and want to be able to fix all their mistakes and just look online for class builds instead of figuring them out themselves. And Cause apparently they dont realize that in diablo, end game is not like WoW, and that there are not constant updates to endgame content (unless they want Blizzard to make D3 Pay to Play, then they can really have their WoW 2). I think they will be very dissapointed if they end up getting their respecs and then a month or 2 after D3 comes out, they have all 5 classes maxed lvl and geared up, they will realize that they have nothing left to do in the game. This might be good though because once they realize this they will probably go back to WoW and us hardcore Diablo players can maybe take over the game and rid ourselves of respecing ^^.
In the end, as an OG, nowadays i always wonder why people dont like challenges anymore. Very few games offer up a good challenge and push players to develop skills (i blame WoW because its so many peoples first online rpg game and its so lame). Ninja Gaiden 2 (now theres a challenge lol gd) ok thats it im done. FLAME ON WoW players (btw if you say your a OG hardcore Diablo player and totally disagree with me... lies i say)
Ranger - Ranged Weapon Mastery (fire a bow or javelins like a machine gun!), Traps (MK style!), Pets (lions, tigers, and bears oh my!) - physical damage based
Demonologist - Bone Spells (Necro style!), Avatar (shapeshift into a demon!), Furies (evil spirits that hang around you, giving party bonuses) - mix of physical damage and magic
LEAP ATTACK!!!!! PLAGUE OF TOADS!!!!!
SLOW TIME!!!!!
You need to think about it thought. Soon enough all these little things all add up together and the game starts feeling less like Diablo series, maybe 60% diablo 40% other influences, or vice versa, Will have to wait and see. Basically I think if there was respec it would further encourage this new simplified/ easy mode that many gaming companies have taken on recently.
Handgun,, its probably all or nothing.. You will either be able to reset attributes like AoC,, (considering D3 doesn't just make your attributes a set value like in WoW) and skill tree... not one or the other....
in any case, it should definitly not be allowed in Hardcore mode, No easy mode for hardcore players! You should gain respect if you reach lvl 99 with some weirdass spec in hardcore mode...
What if Blizzard added another version of game mode.
So the choices would be:
Hardcore with No Respec at all
Normcore with No Respec either (like Softcore of Diablo 2)
Softcore with Respec but things like Runewords and sockets aren't there.
Some barrier that would make this new softcore with respec less desirable to play. But still be enticing because of the ability to respec and try out builds.
Normcore...

both yes and no but I have a to long exlanation to write without getting bored myself so i'll stick simple to the answer yes and no .
irrelevant ATM as the game, for now, automatically adds your stats. I'm 90% sure that will be changed before release, but for now respecs are not applicable.
