Only what you gain from a season is rolled over, so if you don't earn the stash tab on a seasonal character it won't roll over to a normal account. It hasn't been confirmed if it will be available through some other means after the season is over though.
That would be stupid, the stash tab is kinda hard to get (NO i'm not speaking to u the 6 hours-a-day player, am talking about normal players) so if u go trough the trouble of unlocking it via the journey it would be really annoying to see ppl obtaining it out of nowhere. So I'm sure it will be th eonly way to obtain S5 tab, maybe the requirements will drop in future season idk
Wait so what is normal to you then? The only hard part about getting the tab is MAYBE the set dungeons and the Conquest. Honestly they have to give an incentive for playing the season somehow since they stopped the seasonal exclusive items. I'm sure people will whine hard enough and they will just give in again.

I have roughly ~78 hours played this season and have almost completed the conqueror phase of the season journey. It is not as hard to do as it seems, roll a seasonal character, join a seasonal clan, join the seasonal rift running and split bounties communities and you'll be there in a couple of weeks.
I get it's frustrating to have something like extra space gated behind seasons when they aren't your thing but with a little effort you'll get your tab and can go back to normal mode.
The second conquest is difficult for me, as well as the 4 minute TX rift. (I'll get there on that one, I just need to shave off 22 seconds from some place.)
I agree that the season will be dead for me once I get that stash tab.

There's two easy ways to do this one. Guided baron on t10 with 2-3 gold find items on (about 9k gold find after the T10 multipliers)
or get a friend to prep the doors in ruins of Corvus with you and run through with a Lvl 50 boon of the hoarder on
but to the point of complaining that a casual player cannot reasonably achieve the goal of getting the stash by season's end... I think that's the point. Diablo has always been a game where you are rewarded the more you play. I would also make the quip that if you don't play often enough to earn these stash tabs, well then you probably aren't playing 3-4 characters seriously enough to actually need to extra stash space that some of the truly hardcore players need for the various builds on various characters.
last point on this is that a lot of people got this stash tab just 2 weeks into the season. I am sure you can "casually" play in 3 months what we played in 2 weeks then you should be able to complete these conquests.

I got that conquest without even going for it just by finding a gold goblin during bounties in T10! (without the Hoarder gem) I'm not saying it's easy, I'm saying it was luck to find the goblin!
I got the stash tab with a Crusader, after about 40 hours played. I just kept some gold find gear in inventory, and when I saw a Gilded Baron I equipped it & killed the thing. GR45 with no set items is pretty trivial too, just used a mishmash of random gear I had lying around. Paragon was about 400.
Since seasons are supposed to last about 3 months, that means it should take around 30 minutes/day of play to get, if you want to minimize your time spent each day.

The tab is instantly available once earned during season. No need for waiting on roll over. Just incase the previous poster didn't make it clear
so there is no chance that we will be getting extra stash space if we are not playing seasons?
There is no confirmation of it being available if you do not earn the tab in seasons.
Blizz said you have to do 4 different seasons to get the extra 4 tabs. Doesn't matter which ones you do, but its 4 different seasons is the only way.

If you don't get the tab in the season, you don't get it when the season ends. It's not a 'free' tab.
If you do get the tab in the season, it's instantly available non-season.
If you miss the tab this season, you can try again next season (but you won't be able to get 2 in 1).

I slapped on 2 goldfind pieces and ran through moon clan cave for guilded baron on T6 for the avaritia conquest.
Felt much easier for me than to hold up the picking spree in ruins of corvus.

Really, any place with decent density will work. I did mine on the first try in Halls 3 in Act 1. 115 million until I got bored and stopped trying.
