Some legendaries do get the new updates, for example tall man's finger and short man's finger. Probably because there was no description of what bonuses they give, so there is no way to know if they are 'old' versions or the updated versions.
Some legendaries are rerto in a weird way. Oculus ring and Tall Man's Finger for example got a buff to their properties (and Oculus ring will now roll different stats by default), so their property updates are retroactive. Legendaries that got non-lengedary buffs (for example Dead Man's Legacy will now roll with an extra property granting up to +100% Sentry damage) can be rerolled into the 'new' ones.
All set (green) items are retroactive, as they always have been.

As the title says, are sets/items gonna upgrade or do i need to find them again ? I'm doin some inventorywork on older chars/banks

Set *BONUSES* are the only thing that are retro active (except for the new Thorns modifier)
If a set item is given a dmg bonuse or a change to skill weight that item needs to be either found again or rerolled in cube.

Some legendaries can just be reforged.
Some you will need to find again.
