You mean Pre-S1 (I definitely got an 8% Crushing Blow Furnace on my Crusader like 2 months into RoS), but otherwise yes, Blizzard strongly dislikes changing old items unless it's absolutely required to preserve game balance.
I just tried reforging an old Dead Mans Legacy quiver (no multishot dmg) in the cube and it reforged with the new buffed property (increase multishot dmg).
The last time I tried it with a DML (right after the patch hit) I got a new version of the same old item (no new property). Maybe they changed it?

It was a pain getting a gavel ancient for my barb now i have to go through all trouble trying get ancient again ? this is the part i hate of the game... sets are retro active but why not legendaries? its just as hard trying to get a certain weapon ancient and with good rolls...
Sets are retroactive, single items are not. As well, you need to find the new version because re-forging just rolls the old affixes. It doesn't trigger an update.
The logic behind that is finding a single item is tough, but finding 6 in sequence for a set is worse. By the same token too, just use the upgrade recipe on the cube for that slot.

What doesn't make sense? Set bonuses are the only thing that is retroactive. I don't see how they can even feasibly change old legs. What do you want? A completely random roll? Oh wait, you want it to be perfect without having to work for it, right?
When last patch hit, I had to hunt for a new Nats bow because it got a RoV dmg% that wasn't on the previous versions... I worked for it and I am not mad about it. I like playing this game because it is fun. If bliz threw the items at me then whats the point in playing.
If we farm 2.3 legs now will they retroactively get the new 2.4 legendary powers once it goes live?
Whenever sets are updated the current items are updated retroactively, it also happens for some regular legendaries.
