I'm playing around with a build revolving around monk and their static generator build. This is for 2.4 and while doing this I realized how little I know of basic... Diablo 3 maths(?) and other "invisible" things like "proc coefficient" for instance.
In my case I would love to use Sweeping Wind with Cyclone rune to proc Fist of Thunder: Static Charge. Though it seems SW doesn't have a PC, is that correct? If so, anyone know the reasoning behind why SW and other similar ability's lack PC?
Then it is items. Do items like Fulminator proc Static Charge with its legendary power?
Also, do anyone happen to be sitting on a up-to-date spread cheat over each ability's PC?
Basically, every skill in the game has an internal proc coefficient that nees to be considered for calculating the effective proc chance of legendary and other specific affixes (like LoH in old patches for example).
This is made because some skills include multiple stikes on the same cast or aoe/dot effects thus without the proc coefficients the latter would have just been much better than any single target skill. This way they balanced out the number of procs between different skills/builds.
There was a spreadsheet that was updated till 2.1 before the LoH changes (now it restores a fixed amount), here's the link for your info.
Getting back on it would be a huge work. I can try to lend a hand, but i don't have much time for testing and i don't know if there's some updated source.

Which to me, sounds as if legendary affixes don't have a PC? I'm still not done with SW:C though! With every crit I'll spawn a cyclone, dealing damage to things wherever the cyclone goes, which is much like Wizard's Shock Pulse: Living Lightning. Would that "cyclone" proc Static Charge? Or I suppose it counts as a passive thing since it spawns from crits instead of me "physically" casting it (as with Living Lightning).
Very useful information nonetheless, even though I'm super disappointed since it more or less broke my build
Yes, information is scarce because it needs testing until something changed midway and i don't remeber it that made PC obsolete.
About the legendary procs: it's not exactly like this. Every legendary proc has a proc chance (it can be visible or hidden, or be even 100%). This chance however needs to be multiplied with the skill's PC you are casting at the moment.
Example: You are equipping Shard of Hate which has a 100% proc chance. You are using Skill A which has a PC of 0.5.
100*0.5=50% is the actual proc chance.
This however is the general way of working. There have been multiple iterations on the legendaries and the coefficients, so now i don't actually know which ones are actually following the rule and which ones are exceptions.
Best way to test it? Getting a legendary that has a 100% chance and we know that follows this rule (possibly without internal cooldown). Shard of Hate, Shash of Knives, Stalgard Decimator iirc have all a 100% proc chance and no internal cd, still don't know if they follow the PC rules. Sash of knives should be the best item to test with due to iot being abelt and no restrictions on it.
Just go with a naked char, equip belt and a random weapon, and start casting the skills to check how many times the proc goes. Ideally if everything is done right, just checking the number of procs over the total casts should return us the skill proc coefficient.
EDIT: about your cyclone example - yes the tornadoes will proc static charge. That's the entire reason of PC to exist, since all skills that have additional procs/dots/attacks would net you a greatly improved proc chance of legendary affixes, while they're balanced to have an overall similar one with all skills.
I don't think static charge cares about proc rates either, it's hard to figure out with unco tooltips in This game but you can usually tell from some things saying "chance to" or just "does". Static charge just "does", so anything should be able to proc it 100% of the time

Proc Rates are outdated (based on Patch 2.0.6)
So I don't know if they're reliable or not :/

If SoH have 100% PC and whatever skill you spam have 75% PC then you would have 25% chance not to proc SoH and with something ticking as much as say living lightning then it might look as if it triggers all the time. Could that be the case? Every time SoH proc it should also proc SC (if SoH proc deals dmg to something with SC that is), no?
Yeah, more or less. Though as i said, there are someitems that don't care about PC, and so on. Everything needs to be tested and we can get only estimated guesses.

Great idea! Gotta test how stalg, SoK etc act, will be a bit annoying with SC having so short duration but hey, one gotta work to be paid!

Shard of hate cares not for proc rates. You can cast storm armor of mw:electric rune and it will proc shard of hate
Personally I enjoy spamming living lightning with it (hands down favourite wizard skill, except maybe sleet storm)
