If you actually make a deaths breath speed farm build with the sages set, you'll consume your other materials faster than your DB income. It's not really a shortage at all. It just is at first.
But if you still belive you can run out of yellows/blues before you run out of DB then riddle me this - why do many people have stacked other mats in a few piles of 5000 while they can barely keep 1000DB?
Greater rifts have a lot to do with this. They don't give any DB, but do give other mats and bloodshards, so more mats. And people mainly run these for XP.
Also, the way you use your DB: Do you use them on the cube, or on the mystic? I got people in my clan that have plenty of DB but running out of other mats.
Making GRs drop 10-20 DB each like an equivalent nephalem rift would solve the issue entirely. GRs are where the fun in D3 is these days, it makes no sense for there to be a huge bottleneck of the only mat the RGs don't drop.

The only thing that needs to change this season is the fact that Greater Rifts give zero Death's Breath. As it is right now people are flooded with veiled crystals because of the sheer number of greater rifts they run compared to normal rifts due to the fact that on T10 you generally get 2 greater stones. Now this number should not be equal to the number you get from a normal rift it should just be more than zero.
Now to address the idea that there is a "Shortage" of Death's Breath. This isn't really true what there is is a high demand for them. There will always be a material you have a shortage of. Whichever mat that is we will be frustrated we can't get more of. Currently for me the material I am short on is Veiled Crystals. I am always ranging from about zero to 200 of them but never have fewer than 800 Death's Breath. Now this partially has to do with the fact that the people I have been playing with lately haven't been on so I've been watching Netflix while mindlessly farming normal rifts which is currently the best way to farm them. Which indicates to me that the issue is that normal rifts still have an issue staying relevant. The solution to this being that we need to do away with the Torment system as a whole and allow a player to set the game up to difficulty 45 initially making it so that it's equivalent to T10, once you beat a higher greater rift than 45 you can then go up to that difficulty and have the exp and drops adjust accordingly. This would make it so that when not upgrading gems doing normal rifts is a viable option again for exp. Once rifts are viable for exp again people would find that they spend time in them and get death's breath more consistently with the higher difficulties.

They should keep track of how many would have dropped from all the Champ and Rare packs you killed in Greater Rifts and let those drop from the RG.
