The same indeed. The background color is there to reflect their quality, legendary and set respectively. While changing the art of the item is quite cheap and easy to make, reflecting these changes into the 3d element itself is another issue entirely. That's why in same cases they make the choice of reusing certain elements.
What I a saying however is that is way cheaper to paint another art block for a consumable, which does not appear in a 3d capacity, then to change a piece of wearable item (like armors). So it's not that fair to compare a Gift with a helm. Different type of items, different time spent bringing them to life. For a gift is as easy as drawing an emote in Paint as a visual cue, jump to armors, and then -> better/more complex art, 3d version which has to look good with all dies, on multiple classes/genders etc.

You are absolutely correct, and I can confirm the existence of this item.
I'll share this here since it's began to gather a lot of attention, the item in question does in fact exist.
The only catch is that it drops at the secret happy octopus map, which only a handful of people in the world know about, it's existence has been tightly safeguarded by a few select people. You might not believe me at the moment ( I wouldnt believe myself ) but proof of this will soon come to surface, that atleast I can guarantee you.
At some point gems become as useless as gold is. So having ways to sink them is always a good design choice. Hopefully they find more ways for us to do so, with both reagents and gold.
While that is true, it basically supports my point rather than countering it :p. By the time you're at a min/max type level that you will be spamming jewelry for sockets to use Legendary Gems, you'll have so many banked that it wont matter.
The only thing it does is mess with early/mid game and make gearing up more annoying. That's NOT a good design choice.
A good design choice would be having something meaningful to do with those gems beyond sockets.
I think the point here is like weapons every piece of jewellery in ALL builds requires foremost a socket. So a gift that allows socket on ANY jewelled item should be available. Ive really heard some stupid reasons why it doesn't need to be. Ive you want diversity give more options. Personally I think that extra stat would add diversity, it would promote life% cooldown and reduce cost on items that since vanilla have been CC and CD. I also see the argument that cool down is too strong maybe its time rings had new rollable affixs

I have no issue with the idea of a gift that can add sockets to jewelry (and for that matter I'd like to see it work on chest/pants too) however there are some logistics that need to be carefully considered.
Ramaladins Gift was not, in my opinion the best solution to the issue adding sockets to weapons. In reality, what it has done is made us more at the mercy of rng. a weapon that has a native socket is rarely a good thing as it necessitates rolling the socket off and therefore living with whatever other stats rolled on the item. Frankly since Ramaladhni's is a reality we are stuck with, I'm of the view sockets should never roll on weapons, and it should be the only mechanism available to add them. This would actually help us customise the weapon. For demon hunters playing unhallowed essence it has become rng on rng hell, as getting high discipline on the weaon is mandatory for the set build to work at full potential. In my view it was a terrible design decision but very typical of Blizzard's dogged commitment to the RNJesus god.
I like the idea weapons should not roll with sockets. You either use a gift or roll for a socket. That could be expanded to rings and ammulets if a gift was in place for jewellery. Its not necassairly an extra stat but it would make gear switching and experimenting even at end game.
