I'm unsure of how Movement Speed works in 2.0.1. Is there an actual overall cap on it, now? Not just like a hard cap from gear but just a flat cap?
Here's my situation. Prior to 2.0.1., I was trying to get an achievement (shut up, I like achievement hunting) and to do so quickly and efficiently, I was using major spirit regeneration and movement speed boosting skills. My passives were Exalted Soul, Chant of Resonance, and Fleet Footed. I also have a decent Inna's Radiance with 1.73 sp/s on it, and the Inna's 3 piece bonus of 33 sp/s regen. (I have a total of 4 pieces for Inna). With a pretty decent spirit regeneration rate, I could sustain Tempest Rush with Tailwind for a very long time. Long enough to run from the Ancient Path waypoint in Act II, through the Desolate Sands area trying to find the Wheel of Misfortune. I need one more event to finish off this stupid achievement ...
My boots and pants each have +12% movement speed on them. So there's 24% right away. Then Fleet Footed gives me another 10%. So I'm up to 34% already. When I put points into Movement Speed through paragon points, I can only get it to 35%. And if I do that, Tempest Rush with Tailwind doesn't do jack. I run at the same speed while using Tempest Rush with Tailwind as I do while just simply moving via left-click.
Edit: I forgot to mention that, prior to 2.0.1., I could definitely tell I moved faster with Tailwind. I don't know the exact percentage it bumped me up to, but it definitely worked.
If I remove Fleet Footed and keep my character window up while using Tempest Rush, my movement speed jumps up to 35% from 25% (keeping the 1% I added via Paragon points). But Tailwind is supposed to give a 25% bonus, so it's obviously capping my movement speed at 35% if the bonus comes from Paragon Points or Tempest Rush. I tried putting more points into movement speed via paragon points, but it won't go above 35%.
Did I miss something in the patch notes about movement speed? I know a lot of skills had their movement speed bonuses changed (or removed or added), but I didn't think movement speed itself was altered. Any info on this?
Edit 2: I couldn't find much around here about this, and nothing about movement speed on the Blizzard forums either.
Edit 3: I finally guessed that Tempest Rush - Tailwind might be bugged and searched the Blizz forums for info on it. No blue posts, no confirmation of the issue, but there are about 3 threads where the pre- and post-patch difference has been noted.
This is one of those situations where a clear bug report might lead to a fix in the future. It definitely sounds like a bug.
As long as it's reported there and well explained (and hopefully it wasn't discussed internally and is not an intentional design decision), it should be fixed in a future patch.
I really hope it wasn't an intentionally design change. I have a somewhat different build for farming gear. But when I'm trying to get achievements, especially ones like Wheel of Misfortune, I want to be able to zip through the area and get right to it. So why wouldn't I stack as much movement speed gear and skills as possible? While I think that Tailwind isn't operating properly, Paragon Points in Movement Speed do not increase your movement speed beyond 35% as well, so I'm still suspicious of some cap, either you can only gain so much from Paragon Points in movement speed or you can only gain so much from skills.
There's definitely been a couple posts (I could only find 3) and I think only one of them was actually in the Bug forums for the PTR. And since 2.0.1. went live, this post is now in the General Discussion forum and is probably buried.
Tempest Rush Problem
One person mentions that it seems like the rune justsets your run speed to 25%. Notincreases it by 25%. But I don't think that's happening either. When I have 35% increased movement speed and I activate Tempest Rush, I move around at the same speed as if I was just moving with left-click. I'll do more testing tonight and actually post on the forums about it. That thread wasn't very descriptive. I might even record it with FRAPS and put it up on Youtube.
I noticed the 25% movement bonus with tempest rush tailwind doesn't apply too. I had my inventory and details tabs open while running around, and just left clicking I was on 24%. I noted when I activated tempest rush that the movement speed in my details tab increased to 49%, but my on-screen movement remained the same. I recall early data-mined info saying something about tempest rush tailwind, but can't find it now. The wording for the rune definitely still indicates the speed should increase when activated, but it is not happening.
