Is this the system that will allow D3 Devs to bring back the Rune/Runeword System?
First off I would like to say that this system is simply an “idea” that has not been fully fleshed out. I loved Diablo II and Diablo III for that matter and would love to see the epicness of legendaries and runewords restored. The idea sprung after listening to an interview with Travis Day conducted by Archonthewizard (who is a fantastic streamer on Twitch.tv btw =)) . I tried to take into account many of the problems that currently exist in the itemization system while balancing randomness and guaranteed reward. Let me know what changes you would make or would like to see added.
White Items
-White weapons and armor (excluding rings, amulets, and follower items) are now able to roll multiple sockets when dropped from a monster
- 1-6 sockets can roll on these items with 6 being most rare by a significant margin
-these items may or may not be account bound on pickup, haven’t decided this yet
-White items will still not roll affixes, only sockets
-Damage and armor stats will still vary on each item leaving room for variability in such items
-i.e Rune Swords could roll a range of base weapon damage
Jewels
-Jewels can roll a varying amount of ONE affix and act similarly to the current gem system. The item level of the jewel impacts the value of the roll. The value of the roll cannot be seen until it is inserted into an item and jewels cannot be removed once inserted. A range will be shown according to the corresponding tier or quality. For example, a level 60 crit damage jewel will generate a value between 35%-50% increased critical hit damage when inserted into a weapon while a level 61 jewel would roll between 45%-60%. The overlap in values forces the player to choose whether or not it is worth the gamble to attempt to increase the quality of the jewel or hope for a near max roll with their current jewel. This allows for an amount of randomness that feels acceptable because we know that our top tier gem cannot roll 40% crit damage but may indeed roll MAX!
-Weapon Affixes: Min-Max Damage, Bonus Dmg to Elites, Bonus to “x” Monster types, Min-Max elemental dmg, % Weapon Dmg, +APS, +%APS, Crit Dmg, +Main Stat, Life steal
-Armor Affixes: Dmg reduction from elites, melee, and ranged, +armor, +% chance to block, All resist, individual resistances, thorns, +Main stat, %life,
-There would be several tiers of the same jewel that could be leveled up using the Jeweler by combining 3 of the same tier jewel and a determined amount of gold.
-Here is an example of how the gems could be applied to make a DESIRED piece of armor or weapon that only contains rolls useful for the individual. There items can be made exactly how the player wants them. If Blizz made a thorns build viable for example, this system would allow a player to stack thorns instead of All resist or vitality for example. Unique builds are possible and the time it takes to acquire the jewels is rewarded with a GG item that is better than most, if not all yellows that drop in sanctuary.
-6 socket Arch Axe barb weapon (275.6-285.4 base dmg)
Socket 1: 140-160 strength jewel
Socket 2: 85%-100% Crit Dmg
Socket 3: 85%-100% Crit Dmg
Socket 4: 2.75-3.0 Life Steal
Socket 5: +400-500 dmg
Socket 6: +400-500 dmg
Customized Jeweled weapons would be great, but what about legendary rune words? Shouldn’t they be ultra-epic? Here we go.
Tablets of Knowledge
Tablets of knowledge are literal tablets that contain a piece of knowledge left behind by the late Deckard Cain. This item is used to enchant a white item, giving that item the ability to transform into a rune word item. Once the runes are inserted into the item, a Tablet is used to “identify” this combination of runes as a legendary rune word item. The drop rate of such a tablet is significantly lower than the average legendary (closer to a mempo than andariel’s visage). Tablets of Knowledge are Account Bound just like demonic essences.
Runes and Runewords
Runes would work similarly to how they existed in Diablo II, except Account Bound. However, whether or not they have stats attached to them is questionable because of the presence of jewels. Runes would be ultra-rare to obtain from sanctuary and only the lower to middle range runes are tradable. To keep stashes clean, a “pouch” could be introduced that takes up two slots in the inventory, only holds runes and jewels, and can be opened to reveal expanded space (like the Horadric cube). Just like Diablo II, runewords are epic items that can make special builds viable or present special immunities (for example an immunity to the Jailer monster affix). I would like to see these items become the new standard for GG, end game level items. I say this because it would take some time and a little grind to obtain: 1) the desired white weapon with the required sockets, 2) a tablet of knowledge, 3) the required runes, and 4) to make the choice of whether you want the rune word item or to make a jeweled item. The items you need are not tradable, removing the need of the AH to get that GG item and Jeweled items can also be better than 99.9% of any yellow that currently exists and better than most if not all legendaries currently (which imo need a buff of their own in the future).
I hope you can forgive the reaction of some forum members (bandyto is certainly not the only one to feel that way) about suggestions.
There has been so many suggestions threads and most haven't been implemented or even acknowledged by the developer team that most of us reached a point where we feel it's a bit pointless to make threads with suggestions (I'm guessing that's how people feel).
This doesn't mean you can't make threads like this, you absolutely can! Just bear in mind why some people will react in a certain way
Yes, we should wait for the itemization patch and then see what the have for us in the upcoming patches/expansion.
To be honest with the wording of the Interview and the way that he worded this "Blizzard does not want to publish small chunks of updates, but instead intend to do a full overhaul" I almost expect that we will see more then just the Itemization change in that patch, we'll more then likely also see something akin to some of these suggestions we've been seeing recently at the same time.

As of now blizzard has a hard enough time getting on the same page with the most basic things.
Maybe he new guy in-charge will come out kicking like a boot in an ass factory... Who knows.
