I'm going to use the Jar of Soul as an example of how Random Events can be improved because I think most people like this event. Jar of Soul is actually quite a deep event. This event rewards you for being powerful. The more you kill, the more monsters there is --- and the more loot you get. At the end of the event, you receive a NV stack and more loots. It's not uncommon to have 100+ kill streaks.
How could this event be a bit better?
Well, imagine if after killing 125 skeletons (a random number), a powerful Purple Skeleton spawned (mini boss)! This Purple Skeleton should be unique. It should be strong, rather resilient (you'll understand why) and have a signature ability. The best part of having this Purple Skeleton Spawn is that the Jar of Soul event will continue until the Mini Boss is slain. More and more skeletons will spawn, but they will no longer grant XP or Loots to prevent abuses.
In short...
It gives players reasons to be stronger.
If the "requirement" for the mini-boss is hard to achieve in higher MP, it might give players a reason to play with others (promote co-op).
A mini-boss spawns when the conditions are met. Not all events should have a mini-boss. A simple "if you complete the Crumbling Vault quest, you may now re-enter the dungeon to clear it" could do the trick.
More reward.
It would also be nice if random events were not bound to a single location. Here are a few examples: Jar of Soul, Matriarch's bones and The Family event should have a chance to spawn in any crypt-like dungeon. Decaying Crypt could end up spawning with Jar of Soul while the Defiled Crypt could end up with the Family event.
Scavenger's Den could end up spawning in the Weeping Hallow while the Den of the Fallen could spawn in the Fields of Misery.
The Watch Tower dungeon could spawn on any "Highland" maps.
Those changes should only apply to Inferno though for balance reason and proper progression (unless they can adjust it). We would need a lot more events though! A lot more...
#2) Random Dungeons
There are many things that could improve random dungeons!
Optional dungeons should have random events inside them. Right now, not every dungeon comes with an event. They should all come with at least 1 event.
Optional dungeons (not part of the main quest) should have the possibility to have more "levels". Let's take the Decaying Crypt as an example since it has 2 level and 1 event + shiny chest. It might be possible that the Decaying Crypt spawns with 3, 4 or even 5 (or more) levels. If it does spawn with 3 floors, the third floor will be the one with the Family and Shiny Chest while the second floor is a randomly generated level (somewhat similar to the first floor).
The possibility of having a random dungeon spawning inside a dungeon. Here's how it could work. You enter the Miner's Cave (whatever the name is) and you reach the second floor. You will have an event there. Whether or not you do it is up to you. The important thing is that next to the Obelisk that allows you to port outside of the dungeon, there's another dungeon (Scavenger's den... and who knows, maybe there will be another dungeon at the end of that one?!).
Increase monster variety. Randomize the mobs we encounter!
There should be (more) Super Unique Monsters (Purple) inside optional dungeons.
In short...
Random events inside random dungeons
Possibility of having more floors for optional dungeons
Possibility of having random dungeons spawns inside random dungeons.
It would make exploring dungeons really rewarding and more epic. You could be clearing a 5 floor long Miner's Cave, then continue to a 3 floor long Scavenger's Den followed by a 2 floor long Den of the Fallen. During that adventure, you could have...
Encountered at least 3 random events and opened at least 3 shiny chest (3 dungeons).
Cleared 10 floors (should they become progressively harder? Well, that could be interesting... but that's not the point here).
Randomized mobs for every floor
Probably killed a few purples.
If certain events allow it, you could have slain a mini-boss or two on your way.
#3) Purple Monsters
Purple monsters are extremely underwhelming right now. Aside from the Keywardens and a few others, they generally don't offer much (both rewards and difficulty). Most of the time, they are just a generic white monster with a purple name and maybe some affixes that can be found in elite packs. Here's what we could do...
Make them stronger and more resilient (more threatening).
Give them unique abilities (you can combine it with other affixes).
They should give or refresh NV stacks.
They should drop more specific loots. We don't really want to turn them into another "elite pack". I read some people talk about specific crafting materials that could be used for crafting... that would be interesting. They could have increased chance to drop specific items too. We don't need them to shower us with loots if it has increased chance of dropping what we want.
Allow some purple monsters to spawn in more locations.
Ideally, some of them should feel like a mini boss.
Conclusion
By improving Random Events, Dungeons and Purples, it should make our playthrough more unique every time we play the game. With the current available events and dungeons, it might be a little hard to implement this. I mean, some areas only have 2 dungeons for 3 maps... if one area has a dungeon with an additional dungeon, it would mean that the other 2 cannot have any optional dungeons. We would need many more events and dungeons to make this work out.
People now have reasons to be stronger (some events reward you for being strong). People now have reasons to explore (purples). People now have reasons to clear dungeons (more dungeon levels or random dungeon, more purples and more events).
Dungeons are already random. They spawn randomly some rarer than others. Their bowels are random, they just aren't extensively intricate like those in D1 and D2; and people tend to skip the random content for the sake of "efficiency".
To be honest I never liked monster density improvements on the static outline areas like Fields of Misery or Desolate Sands because it made random dungeons all the more undesirable for those who want efficient farming.
Dungeons are already random. They spawn randomly some rarer than others. Their bowels are random, they just aren't extensively intricate like those in D1 and D2; and people tend to skip the random content for the sake of "efficiency".
To be honest I never liked monster density improvements on the static outline areas like Fields of Misery or Desolate Sands because it made random dungeons all the more undesirable for those who want efficient farming.
Perhaps if the density inside the dungeons or if the reward for doing them was better, people wouldn't skip them. I like to explore everything, but sometimes, they are just too far behind and has a lackluster event inside them.

Well, Shiny chests are rather underwhelming. Some dungeons have low density of monsters.
If the chest doesn't interest you and the dungeon itself has nothing to offer, you are obviously going to ignore it. If the dungeon can spawn a specific monster that you need to kill (achivement, crafting, etc), you might do it. Adding little details like this would make most dungeon interesting. It might not be the most efficient place for XP and Loots, but it could be a place where you could have a chance to find something you need.
Now, if dungeons can have more levels, could have more dungeons inside them, had random events, purple monsters that you want to kill, goblins and shiny chests... well, I think I'm going to head in them.
A mere dungeon could become an hour long adventure!

Well, I consider a dungeon "random" when it doesn't always spawn. The dungeon itself isn't really random though.
