So, I've taken a different approach to staying alive in act 3 inferno than most by focusing on having high dex (chance to dodge) and items with chance to block. i.e. Stormshield, Justice lantern..etc. My question to you guys would be what items can drop and have the random attribute of Chance to Block, and what is the highest % you have seen? (other than shields) AND is there a cap on these two ways of staying alive?
The reason for asking this is b/c in the AH you cant search all items for % chance to block, and I know i have seen some items with % chance to block that you cant look for.
AFAIK, helm of command and justice lattern are two non-shield items.
Now if you really want good block then get sacred shield with high block (29% is max), which would be better than storm.
I personally would not sacrifice good ring stats for block on justice lattern since it's quite a bad ring which got not much else besides block. Especially since inferno nerf, i would focus on getting damage than survivability.
I've found the % Chance to block on the justice lantern (11%) to be quite helpful. It would seem and I'm not sure how I would prove it but i do dodge and block about 50% of attacks so far. For instance I can tank the Butcher even when he stomps and slams down his weapon because he just about misses or gets blocked every time. That being said... I do feel like I'm Missing a LOT of damage b/c of using the J.L.
Personally, I think sacred (29) + HoC (8) + JL (11) is completely worth it depending on your build.
Helm of Command is pretty good actually (other than the shit vitality roll). My HoC has 54 RA and a socket. My next HoC upgrade will be 54+ RA, 300+ armor, socket and hopefully CC reduction or STR as my 4 affix rolls.
Justice lantern is ~60 Vit, ~110 (avg) Armor, ~7% CC reduction, and 2 other rolls (albeit shitty ones with the ilvl).
If you can get ~20 RA on the ring... then the ring itself is amazing.
Anyways... you have to understand that 11% block improvement doesn't mean you block 11% more often. If you already have a 29 shield and Hoc you have a 37% block chance. That 11% improvement actually means you will block 17% of the attacks that would have hit you before.
I found a shield the other day 1000 armor 24% chance to block with a modifier of +6% chance to block bringing it up to 30% total. Is this actually worth something? Not sure the other stats just remember 30% total block seemed like a lot.

the % on it already includes the random affix, it is actually 18% block + 6% making it 24%.
I cant believe that one of the random stats could be included in the total in the tooltip, that doesnt seem right. It is a separate attribute. so 24% + 6% would be 30% IMO, can anyone find or show me if this is correct?

No. You can NOT roll a 24% block chance shield natively (except stormshield). The block range is 10-20%. The highest non legendary block chance you can roll at all is 29% and that is 20% (perfect block roll) + 9% (affix).

RA on a shield is depedent on the ilvl. A sacred can roll UP TO 80 resist all. An aegis is like 60 Resist all, and a doom is 70.
A great shield would have +crit chance, Resist all and +Block.
The other affixes are build dependent. I personally will not take use item that is less than 22% block after the +block chance.
My current shield is +Block, Resist All, Physical Resist, Crit Chance and Reduce Crowd Control

You can easily test this for yourself... put on a shield with +% block and look at how much it increases.

Or as i said... you can realize that there 20% is the perfect block roll on a shield. So a shield with 28 and +8% block would prove this...

You don't need that much block to survive inferno anymore. Focus on damage, loh, crit, etc. Btw, who cares about butcher he is easy anyways. I tank diablo/azmodan without any problem not having justice lattern and my shield is only 25% sacred.

Slight correction - Templar Special can get block... and actually quite a bit too. My templar rolled a +12% block special.

As with ias and damage modifiers on weapons, and armor mods on armor, increased block chance on shields is included in the tooltip number. Want to confirm it? Just remove everything else and equip the shield by itself, and check your details tab.
