If I hit an enemy with a frost attack, will he automatically be slowed by a certain global percentage, or does the frost skill have to specifically mention a slow effect?
For instance, the "Blizzard" skill does not mention any slow effect in the skill's description. If I use Blizzard (without runes), will enemies be slowed? If there is a global slow effect for frost damage, how long does it last?
Follow up question: If a follower or summon applies frost damage, does that also slow the enemy? For instance, the Wizard's "Mirror Image" skill summons 2 copies of the player that use your spells at 10% of your damage (when runed). If they cast a frost spell, would that slow the enemy?
Certain skills with slowing effects will detail their slowing effects precisely. Then again it might be that Blizzard doesn't slow enemies at all since nothing is mentioned.
Compare to Ray of Frost, which has details of slow effects.
For weapons with Frost damage, the freeze/snare duration is so minimal, it's not even noticeable. You don't really hit an enemy with a frost weapon and have it immobilized.

I actually saw a demonstration of this in the new Mirror Image skill videos. One of the images was casting Frost Nova, and it wasn't slowing or even freezing, which is kind of lame, but understandable for balance reasons.
I just tested a Frost Weapon and it seems there's a definite chance to slow and snare enemies. Not every shot, but in my non-scientific tests, I'd say about 50%. :/

I don't think they'd make it an added rune effect. They could make a rune increase the snare time though.
It should all slow them, after all, frost is frost!
