First of all, sorry if this was already discussed, but i didnt see it.
So anyway.. How would you feel if the Runes that you put into skills had sockets? I know it sounds ridiculous, kinda like socketting a socket, but hear me out.
What if once you get the runes they would alter your skills just as they do now, except with no level variation, in runes. Runes are just runes. No lvl 30 runes, lvl 60 runes, just plain runes. They change what the skill does, but they dont change how strong the effect is.
Thats where the socket comes int play. They have a socket, or a slot in them that you fill with a stone that adds power to that rune. That way you wouldnt be forced to switch runes to ones you dont like just because you found one of a certain type that is much more powerful than the one you currently have equipped. Instead you would find a stronger stone, and just toss it inside of your favorite rune and as such make that specific rune stronger (a stone can be used on any rune type). So no worrying if you will ever again find a strong enough version of that awesome rune you like to make it worth replacing your current that you dont like, because you will be upgrading the rune itself and not be forced to change the effect of your skill.
Also the runes would be hot swappable, but not the stones inside the runes. Though they can be overwritten.
I think this would be a great idea, or some variation of it. It adds a freedom to customize your skills however you want, while perserving the fun and excitement of ugrading the power of your skills.
