Here is my wizard profile with gear. Paragon points in the normal places, CHC CHD, etc. I can only get to 35 with a perfect zombie grift, and i cannot finish before the timer expires.
I am guessing that it is a lack of overall damage (aka Furnace vs my Serpent Sparker) combined with having to use my enchantress follower and not the paladin since I have yet to get the right token that wont let him die but have it for my enchantress.
Wizards have multiple gear/spec options from 35-40.
My advice:
Try changing energy armor rune to force or prismatic, teleport to fracture, mirror image to magic weapon or slow time (depending on leg gem), and dominance to evocation.
You're not benefiting from bane of the trapped gem very much. Get slow time, or use magic weapon and bane of the powerful.
If you have a good fire SoJ, or magefist+rorrg combo, use that over your dps ring.
Your goal in the end is to get your FB dot ticking for as much as possible; that will be the majority of your dps. Your spells are just the tools to get that dot up on as many mobs and as fast as possible.
Other than that you'll have to hope for a better weapon; that SS isn't doing you any favors.
The way I see it, DPS isn't the gating factor just yet for you at GR35 (though it'll certain need improvement going higher).
You have really low toughness. Purple gem in helm for starters. Get more vitality rolls in. CDR is less critical for now and can be sacrificed.
Try mammoth hydra and Magic Weapon. Bane of Trapped and Zei's are both multiplicative bonuses and too good to leave out. Trapped has good uptime from secondary effect + TF on follower (stack IAS on follower). I would recommend toxin for the 3rd gem, easier to use. Crit chance roll for offhand.
Just these changes + playstyle adjustments should be enough to get a little higher. Then DPS and weapon upgrades will be more a factor.

Serpent Sparker can actually be serviceable with two Mammoth Hydras if you don't have a Furnace or Sun Keeper kicking around you could use instead. Teleport will better serve you as Safe Passage and Mirror Image should get swapped out for Magic Weapon - Force Weapon. The images right now are a crutch for you because you don't have the toughness to survive without. Once you solve #1, swap these skills.
-- Templar. You mentioned not being able to go Templar due to not having the immunity relic. As soon as you can, go Templar, give him every skill that snares (esp. Intimidation), and stick him with that Thunderfury, Freeze of Deflection, Ess of Johan, etc. Bring in Bane of the Trapped to go with your Zei's and Toxin or Powerful gems. World of difference.
-- Damage. Again, not bad, but couple areas with big potential gain - SoJ, 10 crit on source, weapon damage ranges (base because of weapon speed of Serpent Sparker and the low elemental damage roll).
Updated with new gear. Its been a pain getting used to no cindercoat, but the toughness from the magefists was worth it. I can do 33-35 now without getting one shot by elites most of the time now.
Is it better to go SoJ and lose unity? Or should I wait until I can get a Furnace to add the extra elite damage? I would have to go full six piece to lose the RORG,which seems kind of pointless without the extra +EDP from a furnace. I also cant see going 35+ without a unity.
1. Shoulders are still fairly bad - this is one of your best slots for Toughness with Vit / Life% / Armor.
2. Weapon can obviously be improved, Furnace, Sun Keeper, or even just rerolling that IAS to 10% damage on your Maximus. Sun Keeper lets you use FB Source (Fire%) which lets you bring in SoJ in place of RoRG while keeping Magefist (which could use some CHD in a perfect world).
Other than that, you can always target the secondaries on your boots and chest.
You might also try Safe Passage instead of Fracture as you push into higher GRs.

I am also stuck at 35. I pulled up your profile and copied your build. It seems using glass cannon is a good dps increase. I clear the rift no problem but the last buss takes forever to kill. This is where I have been failing the 36. Can you make any recommendations on my gear? It looks as we have almost identical but your damage is much higher than mine. - Better weapon. Furnace > Sunkeeper > Maximus / Devestator > Serpent Sparker. You currently have the worst viable weapon for the build
- Roll 10 crit on your source
- Get a SoJ.
- You can gain so much EHP from your shoulders. Get like int, vit, %life, @res. I find %hydra dmg quite useless
- Gloves with int, vit, critc, critdmg
- A Cindercoat with vitality instead of regen
