Depends on how much health you have. Some people can survive with ~300k while others get to 500k+
I would aim for something between those two values and go for armour > res, as you will get more reduction out of it compared to resists.
One thing that helps, Is if you have any % Life, see how much its worth compared to Vit, sometimes I've found changing 15% life to 700 vit being more powerful in terms of life gained (this is changing one item, not multiple.
For int classes, armor > allres > vit. For str/dex classes, allres > armor > vit. For builds that have a skill like "heals x% of max HP" it might make sense to aim for high HP, otherwise I would NEVER get life%, as it forces you to get above a certain sane HP threshold. Oh, for monks also check Harmony and single resists, it's insanely effective. Also don't forget about secondary mitigation effects (melee/ranged reduction on chest and bracers) and so on.
Int classes definitely want the high armor roll (550+) on chest and pants. The high vit rolls (750+) that are worthwhile to pursue for all classes come on helmet, offhand, and for some people even weapon. Don't get vit on gloves or amulet (where it can roll 750+). On all other slots, 100 allres, 397 armor, and 500 vitality are pretty even and you should balance to get to a comfortable HP level (for most it's between 300k-400k) and get whatever stat gives you most mitigation. No, it's not about "efficacy". HP is nothing but an error buffer. As a rule of thumb, get enough HP such that you can survive one molten explosion on T6 (well now that might be higher GR tiers, but at certain levels you can't really survive any molten explosion anymore at all). Thing is: the more mitigation you have, the less HP you need to survive this one blast. I know people who play successfully with less than 250k HP - on Torment 6 with Wand of Woh melee builds. The key is insane amount of mitigation.
DO NOT OVERVALUE HP. It's the biggest gearing mistake you can make. Always buff mitigation first and keep HP at a reasonable level, but if you're dying too much it's most likely (99% of cases I've seen) because people run around with 90% mitigation and 500k+ HP.

My suspicions were right. I have been under the impression that armor and allres come first and have maintained around 400k health. The problem is I still find myself getting 1 or 2 shot by mobs in T6 let alone GR 30+. I have about 10-11k armor and around 1700 in all resist. I use heavy CC with black hole and frost nova. Still die really fast. Perhaps I will raise my health a little higher and maybe that will help.

Correction. Upon logging in I noticed my resists are a little lower. In the 1300-1400 range which may be part of my problem. I am using a melee fire WoH build so I built heavily into CDR and took off a little of my resists.
Could you tell me if 10-11k armor is good or should I have more? From what I was able to find when I researched this build is that 10k is a good amount.

Keep in mind that GR 30+ is the equivalent of what would be Torment 7 or 8. At some point, close to GR40, you're hitting a point where anything will one-shot you, no matter how much mitigation you have. Key here is to just stay out of shit. That's why there are very few top wizards running WoW. Unfortunately, I still don't have the Wand of Woh so can't give you any direct GR playstyle advice about that. Let's see if any of the WoW players can help you with that.
About WoW not being high greater rift capable, perhaps your right. Maybe I'll make a thread asking people if Wand of Woh is GR 30+ capable. It did occur to me recently that perhaps wizards aren't meant to be melee and that having such a build might not be so good..
I have tried a lot of other builds and used to have an arcane AT build but might consider changing again to make up for the higher difficulty.
I tried your mitigation calculator. I was unable to fill in most of them because I don't have % increased for most of my gear. Perhaps that's my problem. I've rolled out of a lot of stats to get CDR or skill bonuses. Perhaps I read it wrong but it said I had 94% mitigation. IDK if that's good or not.

However, to be fair, I have to say that the success is probably more based on the Mirrorball and Firebird's as you really have to kite a lot in those high GR. You basically "tap" elite mobs somehow to get the infinite dot going and then drag them along.
Also I can't say if my RoRG/Aughild setup is better than using a SoJ and the 6th Firebird piece, because I only have crappy versions of both.

@ Blay, thank you for your posts. I learned a couple things but I am already aware of a few of the things you mentioned including Aughilds helm. I have been trying to craft one for almost literally a month. I've spent thousands of veiled crystals on em and finally got tired of it and decided to use my Rasha's what has Vit on it.
I'm trying the best I can with what I have and will take your advice on the belt. It's been difficult getting the drops I need and sadly have not found any Firebirds pieces yet.

Just wanted to point out that I went back to using Aughilds. The reason I left originally is because I wanted the bonus from Strongarms but it's clear the defense is much better than mere 23% bonus or whatever it was. Thanks for encouraging me. I will try to get that belt for damage reduction. It appears I have devalued damage reduction.
I want the woh build to be good on higher tiers but unfortunately its just too hard to survive. Best high tier build is blizzard/fire birds set up currently. I managed a tier 38 clear with it.
