First off, does anyone know if the proc (10% chance to hit enemy for 1800-2400% weapon damage as cold) will scale with +% cold damage stats?
Second, are they making this change retroactive? Or will there be legacy Rimehearts and Furnaces when patch launches? The official PTR patch notes weren't clear on this.
Getting back to my first question, if it does scale, that would make Ray of Frost pretty badass right? Or even a glacial spike mirrorball build.
Third question, I read that right in the patch notes right? please sort me out if I've got it wrong.
Pretty sure that Rimeheart benefits from cold damage, all items are supposed to benefit from elemental damage in 2.1.
Yes, the change will be retroactive. If it wasn't retroactive, the "fix" wouldn't work and everyone who has a Rimeheart/Furnace now would dominate the Greater Rift ranking.
Ray of Frost build... maybe, maybe not. We'll see. Many builds might be "badass" in 2.1 ;-)
Maybe a Ice blades, Frost Hydra, with winter flurry and magistrate and the some debuff from bone chill? Could be a pretty substantial nuke WITH crowd control. Pretty much the holy grail right there.

The way I see it, cold quake barb is the only spec that can generate freezes frequently enough to bother with Rimeheart if it's not going to 1 shot mobs, but quake has terrible coefficients so you wouldn't actually want to wear Rimeheart on the barb, you'd wear it on the rest of the party.
It needs another redesign like 30-50% increased dmg to frozen mobs for you, 15-20% increased dmg for 3-5secs debuff on mobs when you freeze them, 2000% weapon dmg proc whenever you freeze a mob, etc. I want something that is always guaranteed when the freeze happens, not something that has to go through proc coefficients after you've gone through the trouble to freeze them in the first place.

% chance procs always go through skill proc coefficients unless they are bugged.
So here's a question, is the freeze effect done before the rimeheart checks to proc? In effect, can the same attack that freezes your target shatter them? It could be interesting with something like comet meteor (bar proc coefficients) which has a guaranteed freeze if you chill them first.
@aggrofall I was wondering the same thing. Because we have all kinds of chill/freeze effects. So if Frostburns proc the freeze could Rimeheart proc te damage on the same hit. A double proc? So meta.

Gotta say I'm intrigued by the split element build. What did you notice about the frequency if the Rimeheart proc? Was it regular enough with the freezes provided by MM/Glacial Spike and Frostburns? Or was it too erratic. The big concern on the forums now is that people seem to think the proc is so irregular that in the majority of scenarios white mobs will die before the proc has a chance to trigger OR that elites/bosses won't stay frozen long enough for the proc to have a chance at all.
also to clarify, you said it hit for 167mil w/o an emerald? Was that including Andy cold% gear? Strongarm/BH Absolute Zero buffs?

It sounds like you're giving up good fire gear just to get RNG^3 on your side. Trading SoJ for RoRG, Firebird gloves for Frostburn, and Serpent Sparker (or any decent weapon) for Rimeheart. It seems that it might be good for the added crowd control but not for damage.
