Disclaimer: I'm not going to tell you how to play this build because it's pretty much straight forward. You would need a decent ammount of toughness for this build to work on higher difficulties because you will usually be in close proximity to monsters making you more vulnerable in general.
Teleport - Calamity In my opinion, this is the best crowd control skill because it also offers mobility. It can be used both defensivly and offensivly.
Passives: Does not really matter which passives you choose. You can always take Paralysis on higher difficulties (on lower difficulties it's less improtant). Unwavering will is also more viable only on higher difficulties because it takes monsters more time to die. Always use Audacity because you will always be 15 yards away from your target when using arc lightning.
Items:
Idealy you'd want to have +electrocute damage on your items (pants, belt, source, etc...)
Obviously lightning damage wherever possible and cold damage if you are going for the sleet storm build.
High attack speed is recommended if your main attack is arc lightning.
Shard of hate is a huge boost to arc lightning damage and is argubly a must for this build.
Dovu energy trap (Amulet) and Wyrdward (ring) Could synergize well with this build but i haven't tested them.
I'm using the same build as your second variation, but with Illusionist instead of Unwavering Will to have more stun and mobility. Have you tried it ? what do you think about it ? I also use Thunderfury instead of Shard of Hate. Is the Shard so much better ?
Illusionist works well on higher difficulties because of the cooldown reset only working when you get big hits. I don't use it very often as i mainly play on lower torments for speed farming.
I haven't tested this build with a TF but it's supposed to be good. The thing with shard of hate is that it procs all the time so it adds guaranteed damage to your electrocute. I'm not sure how often does the TF proc but i think it might work out just as well as SOH.
I'm using a variation of this build and I gotta say it's probably the most fun I've had on my wizard. I can do T4 without issues most of the time barring me running into some crazy elite affixes (which I usually do fine against also mostly).
I'd say getting a Wyrdward isn't a bad idea due do the fact that you can then swap out paralysis for another passive. I swapped it out for dominance in my case and I usually swap out Pinpoint for Prismatic if I'm in the mood for T4 rifts.

I just got this SOH after the nerf and noticed your running the Sleet storm build, are you finding it better after the nerf?
Not really no. I am playing my barb more lately and haven't really felt the soh nerf. But i jsut tested it out and yes the whole concept of arc lightning / sleet storm + soh was nerfed a bit. You can no longer just shoot the procs without actually hitting any mobs. And even if you do hit, it is proc coeficient dependant. So yeah, effectively a nerf but these builds still work.
