I've been prideful for too long and have decided to bite the bullet asking for help.
Prior to leveling to 70, I had a really awesome wizard. Now that I am 70, he's good but I feel like I can't even get close to a lot of the people I see who have 700K dps and 20m+ toughness. Granted, I haven't had much time for farming, but I still feel like I should be able to hang out in T1 without it taking 7 years to kill a rift guardian.
Fellow awesome wizards, can you please take a look at my character (Loki) and let me know what I'm doing wrong?
dmg + affixes, roll for the ones you want. with your current gear you could find better random drops without even having to rely on the mystic just yet....
I'm not sure why that ammy is showing up in there, but it's not correct. It is supposed to be int (~500), vit (~550), atk speed (~5%), and reduced resource cost.

Based on your gear I would say no, you should not feel that way. It's not good. Farm lesser difficulties for some decent gear before running head on into Torment.
Honestly, you can't expect a fresh new character at 70 to do Torment 1. Just because you were able to do torment 1 at 60 does not mean you are geared for it at 70. For a level 70 character, your gear has now become bad and is outclassed by what level 70 characters can have. Even by level 60 standards, your gear was far from top-class. You will need to re-gear to be able to do Torment again. I'd suggest farming Normal difficulty for gear, as there is no reason to do a harder difficulty until you can jump to Torment I.
You could definitely benefit from doing some normal difficulty bounties. They are a great way of getting those first legendary upgrades from rares, also great for getting crafting mats you will need for the mystic, and the bounty cache rewards have a chance to drop you really amazing legendaries you can't get anywhere else.
My personal stats that made me feel comfortable doing t1 were 600k dps/5million toughness. (self buffed)
It really does take a good 10-15hrs of farming just gear and legendaries to get yourself ready for t1. Don't get in a rush...you will be there before you know it if you put in the time.

From my own personal experience, I came into ROS doing Torment III at 60. Prior to the expansion I was Paragon 65 and was farming Inferno MP5~6. Once I got through West March it became apparent that Torment III was to high and I proceeded to do the rest of Act V on Torment II and still effectively do Torment II and I for farming. III is still a bit rough and I have roughly 600k damage 15 mill toughness and 10k healing. I would definitely back off and farm the lower difficulties for awhile as what you were doing pre-expansion and what you should be doing now are vastly different.
As for your gear, you have a bunch of pieces that are all over the place, pick a build and reforge your +damage to those skills, I.E. go with a cookie cutter frozen orb build and reforge for + damage to magic missile and arcane orb. try to get +% cold damage on your bracers and source. definitely shoot for some trifectas or at least get some more crit chance + crit damage going on. Whatever paragon points you have dump into survival skills if you're going to do torment, otherwise dps for easy farming on lower difficulties. Use Blur Passive if you're going to do Torment, a free 17% damage reduction is nothing to laugh at. For core go Int or Movement speed if you aren't at cap from gear {25%} if your health is suffering you may want to dump some points in vit. For Defense go with either + Armor or + All Res, For Offense go Crit or +ASPD {really depends on your spec for which one you choose.} For Utility go with Life on Hit. To effectively do Torment I I would shoot for at least 450k health, 500k damage and 8 mil toughness with some healing to back it up.

Allright so I looked again once I got home, I am currently farming Torment I with out incident, I can basically stand in stuff and not have to worry about moving most of the time, with the occasional pot or sprinting off for a nearby health globe, I do still die if I get swamped but not a consistent problem. My stats are 426k hp, 572k character sheet dps with unwaivering will up, plus another 15% from audacity from anything standing in range. roughly 8mil toughness {6.3k armor - 1.5k all res and about 5k life per hit.} I was doing Torment II before having these numbers so judging by your profile, I'd say it's just a skill/spec/reroll issue. You probably should be able to do at least Torment I.

What I would do:
Weapon - Unless you get a good drop youll have to keep looking for one handers that are rare - there are 2k+ one handers you can roll a soc on
Offhand - get a rare - so many rares that have 300+ dmg with crit and everything. cheaper to reroll via mystic, get rid of that offhand asap
Your rings - use blood shards to roll rings, try to get trifectas
Bracers - reroll % dmg for your main skill
Ammy - Try again for trifecta
Helm - you want CC on your helm and + % dmg to your main skill
Chest - something with int, vit, % life, socs
Shoulder - int, vit, AR, % life
Gloves, Trifects + int
