Tal Rashas now can work, but you probably want to incorporate at least 2 out of hydra, magic weapon, familiar or armor spells to reliably get all 4 elements.
Once we have access to black hole, a great suplementary spell which can have all 4 elements, and the passive at level 70 its has great potential, I think.
But I'm sorry, I have no experience regarding the wand.

Hydra is a lot like Blizzard unfortunately. It's pretty lackluster. The more potent builds use neither. This may change in RoS.
Thrown Blade to work with Prodigy (I run zero APoC). Cascade as the main spender.
Arcane damage, check.
Sparkflint to buff everything up. The projectiles are also fire damage.
Fire damage, check.
Electrify can proc from any attack at any time.
Lightning damage, check.
Frozen Storm works well with my Warzechian Armguards and also provides the chance for freeze.
Cold damage, check.
Great thing about this is that I also use Archon against elites. While in Archon form, obviously arcane damage is accounted for. However, Sparkflint, Electrify and Frozen Storm continue to dish out damage from the other elements, dropping Meteors even while I'm in Archon form.
Proccs everything except arcane(getting fire procc from storm crow'S fireball -> I guess atleast, since I have no fire dmg at all). But the other 3 elements seem more than sufficient for me
True dat. Never recognized it since no explicit "deals xamount of dmg as fire" stated in the tooltip. But do you think the fire ball from storm crow can trigger the effect aswell?
If so I'd give theCannoneer rune a shot and see if I can get an arc meteor to procc
//e: Just tested it and storm crow's fireball can procc the fire meteors. Much lesser frequently than sparkflint, but now I have arcane orb (cannoneer rune) aswell.
This way all your four meteors are on constant cooldown, Works like a charm.
I'd use this build if I had the set, except that I'd swap the Storm Armor with Energy Armor. Other ways of procing all 4 meteors have various drawbacks:
Sparkflint only hits 1 target, Cannoneer is a significant boost to AOE DPS by itself
The only problem of the above build is that Ignite is used instead of Force Weapon, but if you have 1 spare passive slot, Conflagration will compensate a part of the DPS lost.
I got the bonus of 4 pieces of Tal Rasha's set on 2 wizards (one non-seasonal, one seasonal), both with different builds:
Wizard 1
Magic Missile: Glacial Spike (Ice: check, plus it freezes stuff)
Arcane Torrent: Cascade (Arcane: check, plus my gear had a buttload of % Arcane bonus damage because before finding TR my build was full arcane)
Teleport: Wormhole (because sometimes you just gotta gtfo)
Archon: I got the 4 pieces bonus of Vyr's (thx ring of grandeur) set so every rune is enabled, my Archon deals arcane damage because my bonus arcane dmg is through the roof
Familiar: Sparkflint (fire: check, boost in damage, check, works while channeling AT and when in Archon, check)
Storm Armor: Power of the Storm (lighting: check, giving me more time to channel AT without running out of AP: check)
Passives: glass canon (DPS woot), blur (to off-set glass canon's drawback and make it easier for me to stand there channeling with AT or Archon), unwavering will (self-explanatory when you stand there channeling stuff for the major part of the time), Elemental Exposure (used to be Dominance when I played in lower difficulties, but in T6 it doesn't feel as useful anymore).
All in all all I changed from my pre-omg-I-can-have-the-Tal-bonus-now build was switch from Canonneer to Sparkflint, from Charged Blast on MM to Glacial Spike, and from Energy Armor to Storm Armor.

I've tried it with the grand vizier. Still nowhere near firebirds but it is a fun, different way to play.
I use the lightning meteor as main attack, arcanot familiar, frozen solid and ignite which accounts for all damage types and mostly have + lightning damage gear.
I can basically spam lightning meteors non stop while using frozen solid to trigger bane of the trapped and because my AP is almost always full, star pact hits quite hard.
The meteors do about 30mill crit each time and star pact gets up to around 70mill when I have full AP.
Still rather puny compared to the firebird DoT I can get, but as i said, it's something different that I can use for T6 rifts and bounties it's more than sufficient for that.

The only weak link is the arcane hydra, but on any case the bulk of the damage is done by Frozen Orb.
