It's extremally tanky. If you feel it's too tanky for you, I suggest replacing Deflection with Force Weapon or Ignite (if your weapon doesn't have +fire damage affix).
With +fire damage weapon (or Ignite rune) you provide constant +30% incoming damage debuff, which makes you one the best party DPS buffers in the game.
I like to alter the build depending on what I need by replacing Magic Weapon with:
Archon, if I want some burst against elites @ T2+.
Slow Time / Time Warp for even stronger party DPS buff.
Old (level 60) build:
Remember the good ol' "blizzard + venom hydra + piercing orb" cookie-cutter AP-less build? It was so popular after the release, since crappy gear couldn't support Archon and CMWW. Since my legacy Archon gear doesn't have APoC or any fancy legendary affixes, I've decided that I'll run some build that doesn't need any of that.
Doesn't depend on any legendaries - not as fancy as single-element builds.
No huge crits.
Why Electrocute + Arc Lightning?
Its scaling coefficent is rather high for a signature spell, it's free, it's AOE and it hits WAY faster than blades, which means your Familiar/Cannoneer turns into AOE machinegun. Also, it makes a wizard look like a badass jedi.
Why Cannoneer instead of Sparkflint?
Because it kicks ass.
Why Blizzard?
Because with Snowbound it's dirt cheap. Because it's nearly passive fire-and-forget source of sustained damage. Because with Cold Blooded it gives +10% damage to you and your party. Because it lets you kite when you need to survive those seconds until your potion goes off the cooldown.
Why Magic Weapon + Force Weapon?
Because there's never enough damage.
Why Calamity instead of Wormhole?
Personal preference. Teleport and Illusionist are optional here, I just like to have that escape + control + AOE damage on one button that's almost always off the cooldown when I need it. Take anything you want here.
Why Blur?
I hate dying.
Why Energy Armor?
I hate dying. And I like crits, so...

But then you need some +%lightning damage gear to make up for the loss of flat +10% damage from Force Weapon.
And Deflection seems like a waste of rune at T6, where mobs' damage is way stronger than the shield. IMO, they need to make it scale with wizard's damage to make it somewhat attractive at higher difficulties.
You see, the main point of the build is to not depend on specific stats, like APoC or +% elemental damage. All its damage amplifiers apply to all sources of damage, which is why I like it so much.
As for Paralysis procs - that's not what I see against elites and champs, unless I spec into something Lightning-heavy. As for regular mobs - yeah, Paralysis does the job, but that's kinda irrelevant, since they die fast and don't hit that hard anyway.

You see, Wizards are kinda designed around BEING one element, unless you were lucky enough to find the Tal's set. Being a mishmash means you're not performing at 100%.

We don't yet HAVE elemental exposure...but yes, once Elemental exposure and Triumvirate are phased it, multi elements Wizards should be able to hold their own.
Edited the first post: fixed the link and removed the part about life steal and high toughness requirements, since it seems that right now most people that farm T6 have that regardless of their builds.
Modified the first post for lvl 70. It's pretty much the same build that I used @ lvl 60, except that it's way more tanky, so I can faceroll T1-2 and never worry about dying, while still dealing significant DPS and buffing my friends.
