I looked at that but it didn't really talk about budgeting im not sure if I should go for 2.5 with a 1b budget or a 2.7 im currently at 2.3
IMO, 2.73 if you want to run ubers and don't want to switch gear between ubers and regular farming, or 2.5 if you mainly just farm. The budget doesn't really matter until you start talking about multi-billion budgets. You still want good survivability which means 2.5 APS min, IMO. Some people don't like 2.5 APS because it is slightly lower survivability and doesn't lock elites quite as well but with my 100 latency I hardly noticed any difference and 2.5 is much easier to gear for with high dps and EHP since you can use an OS weapon with just 6 IAS pieces. Starting from scratch you can probably hit about 175-200k if you stick to the 2.5 breakpoint. Otherwise you're looking at more like 150k dps with the 2.73 APS. That assumes like 4000 armor and 700-800 armor with 35-40k hp and 50% CC or so.
As far as how to budget 1 bil, you're right, my guide doesn't really mention specific budgets. In fact, I think I removed most mention of budgets entirely since I wrote it a while ago and prices have changed dramatically since then. You might have more luck on the official forums with help building the set if you don't want to do it yourself.
Otherwise I'd say something like
20% of budget for weapon
10% for OH (vit+double int)
10% for chest (AR+armor)
10% for belt (AR+armor)
10% for gloves (IAS+CC+AR)
10% for ring1 (trifecta)
10% for ring2 (trifecta or nat's)
10% for Ammy (CC+CD high dps)
8% for Pants (AR+armor BT)
5% for helm (5-5.5% CC SC)
5% for boots (IC with vit+armor or nat's)
2% for shoulders (int+str VW)
Crafted bracers
That adds up to 110% but you get the idea. 10% is 100 mil and with patience you can get pretty good pieces for those prices. For shoulders, just get a cheap 250+int, 150+str pair of VWs, but don't pay more than 10-20 mil for them. That means you'll need to pick up vit on other pieces, but the amount of armor you get is awesome from that slot.

How do people get 2.7 if they use a chantado will with socket?

I've had people tell me to go with the 2.7 with 1bil. What kind of dps sacrifice would I be making/ What would be the dps of a 2.5 compared to 2.7
It depends a bit on what, if any, crafted items you have. If you don't have a very good DPS ammy or have a good trifecta ammy, you might not lose too much. It also depends which route you go for. If you use a mempo you'll have higher EHP but you have to make up the LoH somewhere which tends to cost dps. If you go with Prowlers then you have to decide on DPS or EHP prowlers. That and your ammy will be the main differences.
Also, to be clear, the breakpoint is 2.7273, not 2.7. There's a reference table in my DPS/EHP spreadsheet with IAS needed for each breakpoint with various weapons. I use it all the time when planning CMWW build or upgrades.
