1) I think your skills are fine. I personally prefer Blur over Evocation, as it gives a lot more survivability while the effect of Evocation is really small and I just don't notice any difference. Also, I'm a fan of Teleport rune Wormhole (if you wanna move fast across some areas) or Safe Passage (for even more survivability). I also think that Deep Freeze (against many targets, like on typical farm runs) or Bone Chill (for ubers or other single target fights) are better runes than Cold Snap for Frost Nova. Last but not least, try using Pinpoint Barrier rune for Energy Armor, or (once you don't need the armor+allres/crit anymore) Storm Armor with Shocking Aspect, it's a huge DPS boost.
2) Your basic gear seems to be fine, in particular do you have 19 APoC, which is good. But you lack crit and APS (try to aim for 50% crit and 2.51 APS). I'm also not quite sure if you'd be better off to have Blackthorne's pants for another LoH; 400ish can work, but then you need more solid proc stats (APoC, crit chance, APS) and since these are quite low on your char right now, you might want a bit more LoH. Unless you're fine and never die, then forget about it. :-)
Two easy ways to get more crit would be your Storm Crow (get rid of the socket) or Hellfire Ring. CMWW is a spec most suitable for high MPs, and on high MPs your XP bonus is not that much anymore on a relative scale (check this website that I recently created). Also, your gloves and amulet don't have any IAS, but are more focused around DPS (crit hit damage).
Last but not least, your Zuni set is only sub-par for CMWW. The ring doesn't have IAS (and for rings, amulets, gloves you always want CC+IAS first, and other stats as they fit your budget). The boots are almost completely useless: the movement speed is not necessary for CMWW (in particular if you have Teleport), they have no allres, and the 8% poison damage only apply to part of your damage, because Chantodo's is not a black weapon. You might consider getting rare boots+ring here as of now.
Your topic title is a little miss leading. AT lvl 60 with p lvl of 19 you are not that "NEW". But you seem on the right track. Just cont. to increase stats and farm like the rest of us.
You need more vitality! Maybe switch out those yellows for purples ^^

Damage mitigation is applied before Diamond Skin, therefore allres+armor improve the effect of Diamond Skin. HP does not. 30-35k HP for a CMWW wizard are perfectly fine (I ran MP10 for a while yesterday with 800 allres, 5000 armor, and 32k HP and didn't die once).
Here's an example: you have 2850 armor and 350 allres, which amounts for 75% damage reduction. You get a 160k hit, and suffer 40k damage. Your DS will absorb 20k, so 20k is left that get subtracted from your life. However, both these stats are almost the lowest you'll have (2800 is the base armor on all items and 200-250 allres is what you get from int already). On the other hand, if you get allres on most of your items (excluding amulet/gloves) you can easily get to 800, plus 5000 armor if you try to fit armor on almost every item. This will result in about 90% damage reduction. The 160k hit will be reduced to 16k by mitigation, so your DS will absorb all of the incoming damage and you still have 4k left for the next hit. Therefore, if you try to max armor and allres (in particular armor is not that expensive but often undervalued) you don't need to get that much vitality/HP at all. (Btw, it's also not a good idea to get the life% stat; it comes with BT pants and Mempo helmet and that's fine if you go for any of these items, but don't pay any extra for it, because vitality is always the more useful stat if you're below 30-35k HP.)

Bagstone seems to have hit all the important points. I'll just add that you shouldn't worry too much about CD to start with. First you want to get high CC, hit your APS breakpoint of choice (2.73+ for Ubers but 2.5 works fine for soloing), and stack high armor and resists for survivability.
Also, swap from EA to SA once you get your APS and CC up. That will raise your effective dps by a good 30-50%, which should make up for any loss in char sheet dps from dropping CD.
I love CM build, and I'm using the pure CMWW.
