You need 67% ias from gear to reach 2.73 with your 1.64 chanto. 3.0 basically isnt an option without ias from slow time or ias chanto since you'd need 83% IAS total (IAS on chanto works differently from IAS on gear, in case you weren't sure).
That means you need to gain 23% IAS, so you need to add 3 extra pieces of IAS gear. The available slots are ring, amulet, helm, and bracers. If you replace your helm, you will lose LoH and APoC. Running with just 1 APoC item is fairly viable though, so that's one option, but losing LoH might be problematic, especially if you replace your amulet also, since those are your sources of LoH. Getting APoC on the OH is an option but that will cost most of your budget for a decent one. Replacing bracers means a loss of EHP or a very high cost to keep EHP, which is why I never really like using IAS bracers.
My recommendation would be to replace your weapon with an IAS Chanto, with 1.78 or 1.79 APS. With a 1.78 Chanto you only need 54% IAS to reach 2.73 and 69 for 3.0. A 1.79 means you only need 53% IAS for 2.73 and 68% for 3.0. That makes it much easier to reach the breakpoints since 54% means only 6 pieces instead of the 8 you need with your current wand. Also, your current wand has a str roll, which is pretty useless as far as Chanto's go, so you won't have to worry about swapping from a socket to IAS since you don't have a socket.
If you get a 1.78 Chanto, you'll need to upgrade your gloves to 9% IAS then pick one piece from helm, bracers, ring, and amulet to get 9% IAS on. With a 1.79 you can keep your gloves but you'll still need 9% IAS from the other piece. I recommend ring.
If you don't replace your hat with a IAS helm, I'd replace it with a 4.5% CC Storm Crow instead of socket. You can really use the extra CC imo. I recommend 45% CC to start, including follower if soloing or without follower if you run in groups or want to run Ubers. I'd also replace your other ring with a 9%IAS, 4.5% CC ring, with int and/or average damage. You might lose some dps from the loss in CD but the extra crit will improve your effective dps so it's worth the switch.
I also recommend replacing your OH with a higher average damage one, preferably with high int and vit, like 250/50 and 200 average damage. I bought one over the weekend for like 8 mil that is in my profile atm (226 ave, 260 int, 64 vit, 9 ias, 10CC).
The only other issue I see is your HP is a little low. I really prefer 30-35k, but at low MP it's not too big of a deal, and higher paragon will help a bit with that. Upgrading your OH can give you quite a bit (can aim for 100 vit if you want). You can also gain a lot more vit from your pants. I prefer using BT pants for the LoH but rare pants with 150 vit and similar stats to yours would gain you 75 vit (2600 hp), but I don't know what the cost of rare pants are.
That's a lot of recommendations but that's because your gear is kind of in the middle of intro build and a full set. Your 200 mil should cover all those as long as you don't spend too much on any given item. I'd say devote about half the money to the weapon, and be patient to try and find a good one, but make sure it's 1.78 or 1.79 APS. If you try to cheap out with a 1.77 or lower, you will need an extra IAS piece just to reach 2.73 which makes gearing even more complicated, though if you intend to aim for 3.0 ASAP it is an option, you'll just need more IAS on gear. Personally I'd stick with 2.73 for now (I only run at 2.5 but I don't run ubers much).

I have used up 37 million to replace 10 out of my 12 items and this time round, i need your help to see what can be done to improve further with 200 million budget again (i have just pick up a tal ammy which sld be worth ard 40mil )
It seems like i can manage MP5 pretty well but when it come to MP6, i have some occasions of dying.
I guess i need the socket at weapon for the CD damage, so i guess i will put my ultimate aps at 2.73 for now.
Appreciate if you can advise on the next course of upgrade to hopefully manage MP7 or MP8 efficiently.
First I'd get a crit SC instead of the socket one. More crit will raise your char sheet and effective dps, so you can never have too much. You can get decent ones with 4.5% crit starting for just a couple mil or as much as 10-15 mil for good versions with high LoH. Also, I wouldn't bother with a tal's because you don't want to drop crit or IAS from your amulet so you'd need a trifecta tal's, which is way over your budget.
Then I'd buy some crit Lacuni, prerably with armor and/or AR to some degree, and not worry about a high int roll. Personally I don't like Lacuni because crafted bracers are much higher DPS and EHP, but you kind of need it to reach the breakpoint.
You have 68% IAS and you only need 66% to keep at the 2.73 breakpoint so you can trim 1% from your chest and try to upgrade to a higher AR version, preferably with more vit and a more useful roll than thorns, but if you add Armor to it the price will skyrocket.
Your pants also have a weak affix with the poison resist so you can look into upgrading that to an extra vit, int, socket, or armor roll, but that will cost a fair amount.
In general what I recommend as you upgrade your gear is to look at increasing dps while maintaining your armor and resists, or trying to eek out a bit more resist from some pieces. Your current armor/resist is fine with your dps but if you want to start jumping into higher MP as you raise your dps you'll want to slowly add on another 150-200 resist and a couple hundred armor if you can.
Also, try diamond shards for your DS rune. The extra damage is pretty nice and it has a bit larger aoe than EB. I think your EHP is fine to use it on MP5-7 but If it hurts your survivability too much then keep with shell.
