But just 3% to elemental damages? Why is Cold "better" than Fire? Seems like 2 set bonus should be +3% to Fire/Lightning/Cold Damage and then there should be two entire other bonuses.

The whole set just feels off. Am I alone in feeling that this set is really disappointing?
The goal is to have everything at least viable, with not too much discrepancy. If the set bonuses were uber, everyone would feel like they HAD to have that set or they aren't being efficient enough, leaving the rest of the legendaries to rust. It's a balance issue.
No Bleu is right, but at the same time I still feel the bonuses are TOO weak. Especially considering you have to have a build that uses all three elements to get the full benefits.

Balance issue ????? They ruined Tal Rasha's set ffs, did you ever played a Diablo game, you talk like you just exit wow.
Tal Rasha wasnt that great in diablo 2 either, it was ok with full set, and was viable as MF gear. But if you really wanted to build a sorceress normaly you woudnt even touch it.

I agree with Sexton. Set bonuses for Tal Rasha are fail. And no, we don't have to play the game to realize what a 3% bonus to one type of damage will do.

If you have 0 Int then +3 Int = +3% damage increase. If you have 1000 Int then it takes +30 Int to result in a +3% damage increase.
The set items themselves for tal rasha are bad ass....
That's not what this thread is about. The bonuses are seriously underwhelming. Why even have it as a set? Just make them legendaries with the same name.
I haven’t spent much time looking at high level items; however, it seems to me that Tal Rasha’s items have the potential to be fairly strong on their own. That means the full set is very good equipment plus a small bonus (as opposed to very good random equipment that has no bonus).
As Bleu pointed out, it all depends on the actual numbers rolled for the items you find. If you are using Tal Rasha’s eye with 2 other items from the set and a you find a nice Oculus, then you need to compare stats to determine which off-hand is best for you (including the +3% fire damage you will lose if you stop using the eye).
back on topic... the whole point of a set item is to collect the SET and get a cool bonus. Set items aren't very fun if the set bonus is worthless or barely helpful. If the set bonuses aren't good enough you lose the lust to complete the set.

Thats potentially +21% (+6,+6,+6,+3) elemental damage (if you get all the same element).
