The idea is basically to be able to spam Energy Twister (with gale force for max damage output) by using critical mass (passive) to its full potential.
Diamond skin (prism) aswell as providing some much needed survivability it also gives cheaper Energy twisters = more energy twisters = win

Storm armor (power of the storm) nice spikedmg and even cheaper energy twisters !
Slow Time (Time warp) My idea by using slow time instead of frost nova, is to get some protection from ranged attacks aswell as keeping the melee off me, also by using time warp it could be a great way to kite mobs while increasing my nuke.
Archon, simply because I think it looks awesome
Other passives is Astral Presence for higher burst and regen aswell as Evocation for reducing CDs even further.
This spec is probably low on survivability for inferno, atleast if you plan to solo it, but might be awesome in a party of 4 ?
Any suggestions to what I can improve? Will it fail? Will it work?
I don't think gale force has a use for many situations. It's definitely strong in narrow zones (imagine maggot lair), but not a very good choice for general build. I recommend wicked wind, though storm chaser or raging storm might be viable; I just need to know more about its specific mechanics.
Power of the storm isn't very good. Pinpoint barrier energy armor would give more dps and probably more energy regen. My calculations show 5% crit is worth ~2 ap/s per 5 enemies being hit by 1 tornado. This is with 8 ap on crit. Compare that to ~4.5 ap/s only when casting spells that cost ap.
This build has crazy synergy with deep freeze frost nova once you have some ap on crit gear. I consider this pretty much mandatory in a critical mass build.
The only other thing to note is I think you're lacking quite a bit of utility. All you have is slow time. I'd drop evocation since it's overkill in a critical mass build and pick up temporal flux.
I actually have made a build like this for high level play. It's my signature-less build with extremely high slowing utility. It's only useable when you have some decent ap on crit (about 5 as a minimum, 8 is pretty comfortable). Archon can be swapped for a couple of different skills depending on how good archon is (sparkflint, energy armor, poison hydra?).
Twister is really... ugh. It's too random to be reliable. You may waste all your AP and do no damage just to be regenerating for the next 10 or so seconds.
As it is right now, I wouldn't include it in any build, let alone base builds around it.
I agree completely. Energy Twister as it appeared in beta is absolute trash. Based on the random movement and how it deals damage (mobs only take a fraction of the tooltip damage) it would still be terrible at 1000% weapon damage. From my beta experience the only two glyphs that have any chance of saving the skill are: the one that makes it stationary and the one that causes a tornado to form when two twisters collide. Even then it might not be enough to salvage the skill.

Exactly how I felt after the beta. I saw the weapon damage % and was like ooooo. After I used the spell however, I was like oh It's a crappy spell that does a very small amount of damage.
i personally like the storm chaser rune effect because it becomes a passive linked to signature spells. less micro less work less thinking so i can focus my attention on other things.

Electrocute (chain lightning) = 6 targets hit, higher possibility for crits.
