However I really think that the lightning Wizard is way behind the other ones in damage and survivability. In my opinion, it would be viable if there was a passive to support it, just like fire and arcane got (and the signature-less frost build got the wand one to generate AP).
What you guys think? How would you build a specialized Wizard? The only rule I followed was all damage has to be the from the same "school".
The Hydras appear to launches 3 attacks at once.
Which could make the lightning hydra quite formidable, 210% Wpn Dmg per cast. Assuming you cast ever second, that would be a total of 9*210 = 1890% Wpn Dmg, nearly double crimson meteor.
However, there are some limitations to the hydra as well. If you kill the mobs before the duration expires or if the mob moves out of range, then the dmg output and efficiency goes way down.

One is never hurt by being given additional choices, only by taking them away. A QUADRILLION MAGIC FIND is worthless if you can't kill shit!
Why would you use shock pulse when you could use Arcane Orb and have 100% chance to do more damage with larger radius using Obliteration or Arcane Nova (aside from ap regen which you could use with electrocute and prodigy)? I'm a big fan of Blizzard with Frozen Solid and Alabaster storm armor. My theme will be "combos that kill stuff"...

Did you even read his post? He specifically stated that he was making builds that focus on a single damage type. Arcane Orb has no way of dealing Electric damage.
Ya I read it, and shock pulse still isn't nearly as good... to focus on one damage type when there are better spells to use seems stupid to me unless someone just likes the graphics. Blizzard killed the skill tree for a reason...

i. Not everyone like to min max all the fucking time. Playing a theme build is just as part of a rpg as playing good one
ii. There might be item mods linked to certain element. Like "Increase all lighting damage dealed by x%" or "Ignore enemy's lighting resistance by x%". In this case, focus on a single element make better use of such items might be a good idea.
You still have apoint however. Two signature spells looks like a bad deal. It's also really ridicolous how OP eletrecute is compered to shock pulse. Shcok Pulse is random and annoying to use while eletrecute is fast, pin pointed, huge range and allways hit more targets!
Your main attack is Eletrecute + Storm Armor [Alabaster]. With tons of critical and attack speed items, you should make this effect proc all the time, killing everything around you. Mean while you can use your Hydra (and with Prodigy passive pluss attack speed items you will be able to cast more and more hydras. Quick casting will also buff your Arcane Dynamo, allowing you to unleash some crazy ass hydras).
However you should be really close to your oponents in order to make deal out of the storm armor. In order to survive in such close range (with low amount of CC spells) you use 3 avarage cooldown spells:
- Mirror Images (rune allows it to become deadly spell, since your images will be also spamming eletrecutes).
- Diamond Skin (simply to block some damage as long as it holds itself. Good to protect yourself against casual mobs).
- Slow time. Since you're close range build, you should have no problem with reducing it's area in order to improve it's effect.
Evocation is GREALTY welcome because it reduces your cooldowns, perfect for builds that uses multiple "emegency buttom" skills.
In terms of items you really needs a load of Critical Rate (Precision) and specially Attack Speed. Attack Speed = More Arcane Energy -> More Hydras
More Arcane Dynamo -> Bigger Hydras
More Storm Shield procs -> AoE all around

Now that's a nice input, thanks italofoca!
But even with this improved version of the build, dont you think it's considerably behind the fire, arcane and frost builds? I think a passive to give, say, x% chance to stun targets when you deal lightning damage, and an offensive non-signature lightning spell (not a runed version, a lightning focused spell) would solve it.

Except that Shocking Aspect says, "on cast", which I take to mean one time per cast.
It is also questionable as to whether mirror images or hydras would ever proc shocking aspect.
If the hydra/mirror image casts could proc Shocking Aspect it could be very interesting.
I think I would change the build slightly if this worked,
Well, being as the biggest difference in the Wizard compared to the sorcerer or sorceress is that the Wizard isn't afraid to use the more powerful, more volatile, more dangerous and thus more forbidden arcane magic that has power over time and space, I don't think that there are too many arcane spells.
The arcane school of magic is supposed to be more powerful than the elemental "accepted" magics that sorcerers and sorceresses practice. As such, I would feel gypped if there wasn't a lot that the wizard would dabble in. Who would ever cast a fireball when you have an arcane orb to do the job?
I would imagine the elemental spells being worth while to cast for the wizard if 1) they are significantly easier to cast (2 electricity signature spells) or 2) you're using the best of the best elemental spells that compete with the arcane school of magic: (like meteor or hydra)

Oh i didn't though they would proc.
I simply choose Eletrecute because i think it's the best way to proc Shock Aspect. It is a pim point skill (never misses) and much faster to cast then the other signature spells. So if you want something to spam and proc crits, i believe Eletrecute is your best option.

This also raises another question, would hydra benefit from +%speed from the Slow Time.
And if so, what conditions would need to be met?
I think this huge Speed bonus compensate even if you it doesn't work on the Hydra. 80% bonus is so freaking huge.
Ya I didn't factor in the gear. I'm glad Italofoca understood my overall problem about having two signature spells... Do you have indigo rune on Electrocute because you hope that the extra jumps will increase chance of getting a critical and triggering Shocking Aspect? I think your the first person I've seen use chain lightning with shocking aspect but it seems it could be better than forked lightning with shocking aspect...
What other phrase could they use to describe shocking aspect but "on cast" or "when you cast" I would put money on it that Italofoca is right and that it is every time your spell hits something and goes critical, shocking aspect procs.
Looks like the new skill "Critical Mass" will be very useful !
Whenever you score a critical hit one of your support spells (mirror image, slow time and dimond skin) gets recharged faster! I think thats defenetly better then 20% CDR!

Also, electrocute now casts TWICE as fast as your Normal Cast rate.
Evocation still has upsides as it works while not fighting.

Paralysis
Lightning dmg has up to a 5% chance to stun a target for 2 seconds.
That sounds pretty terrible to me...def not worth a wasting a slot on my wizard.

Yeah, I thought this was hugely under-powered. Maybe it's because they expect it to be used with the signatures, which hit multiple times? If electrocute hits three enemies then that's almost a 15% chance one of them will be paralyzed. And if you have the indigo rune then it can hit up to eight (or nine?) targets, making for around a 35% chance to paralyze someone. But then you still have seven or eight un-paralyzed enemies so what is the point? It really does seem like a pointless passive, but then perhaps they couldn't make it any stronger because that would make the signature spells OP.

You could have a fire Wizard:

Or an arcane Wizard:

Or my favorite one, the frost Wizard:

But what about a lightning Wizard? The best I could think of is this one:
