I agree with you that spectral blade is a terrible skill to rely on for damage. But I've came up with a really good melee wizard build... most/all of the damage does NOT rely on right-clicking enemies.. but ALL the damage DOES rely on physical-type dmg.
Now this is a HC melee wizard build... so it is modified to be more defensive than I would make a SC one.
Some notes: I still melee attack.. this build is for weapon/sword ; melee attacks is what regenerates my mana
Basic damage: Put up diamond armor (on a 10sec cooldown), teleport in the middle, and spam explosive blast
Wave of Force + melee attack to regain mana
granted your build has nice survivability but its extremely low dmg output and almost no melee dmg makes it a bad build AND theres no way it can be considered even a 'battlemage' let alone a melee wizard. your only using melee to regen arcane power (not mana ^_^) which already regens at an insane rate, and since you have no spammable high arcane spending spells (explosive blast has a 1 second CD and wave of force 15 second CD) its pointless to use your melee attack to regen arcane power when you wont ever be spending enough of it to need to do that. lol

I'm looking forward to seeing these short range builds. They could be fun. That said, I didn't find it so useful, probably because I preferred Arcane Orb as my AoE.
Also, I'm confused - The wizard is the ONLY character that has short and long range skills? The WD doesn't have firebat (short range) vs firebomb (long range) vs pets (summoner)?
This is just one of the hundred completly viable melee wizard builds.
My critical hit chance is known so i can't execly calculate my weapon damage per second. If my frost nova critical bonus works i have and assuming i have only 20% base critical hit chance and 100% critical hit bonus i've a 400% weapon damage per second. Not counting slow time's bonus attack speed.
Thats the highest theorical DPS i've ever calculated in all builds i've saw.
The only real 'melee' wizard that I could come up with. Really though it focuses on Disintegrate at close range and uses Wave of Force to keep them at arms length. Not all to melee if you ask me but it gets the job done.

So we have determined that melee wizards are a joke, and just decided to rename them battlemages...lol!
What exactly is the diff btn the two? Battlemages dont pretend that they get any type of real dmg from spectral blade? So is it ok for them to pickup, say meteor, something that actually kills?
