Electrocute is purely for Arcane Power regeneration. Meteor is your main source of AoE Damage, Ray of Frost is the follow up and also your highest single target DPS. Frost Nova is for increased damage and crowd control, familiar is obviously for the increased damage, and Slow Time with the 140% cast increase is mostly for boss fights but, can also be handy in sticky situations.
This looks a lot like a build i would pick. I always like the straightforward dps builds, and this spec kinda suits that! However, i would take out the passive Evocation (20% less cooldowns), cause that would only benefit your Slow Time (takes of 6 sec) and Frost Nova spells(takes off 2.4sec). Instead i think i would take Power Hungry (30 arcane power whenever youre healed by a health globe). This would be to ensure that i can keep spamming spells. There's gonna be a lot of health globes to pick up anyways when AoEing. Can someone verify though, whether you really need to be HEALED by the globe in order to get that 30 AP? Or do you just need to pick it up (even at full health already).
I would imagine it would still give AP at full life. This passive will work well for normal. Nightmare/Hell/Inferno I strongly imagine will have decreased health globe drop chances and as a result make this passive not as good. Taking Power Hungry AND a Golden Sig spell is a little contradictory. There is such a thing as too much AP regen.
If you switch Familiar-Crimson to Familiar-Golden you would be able to cast meteor more times, doing more damage even compared to a 40% increase in damage from Familiar-Crimson. Same with RoF.

There has to be a cutoff where Golden would equal more damage right? Cause Crimson will give more damage for 1 - 2, but Golden ends up giving more damage after a set amount of time for chain casting. Any idea of an approximation on how many seconds it takes for Golden to pass Crimson?
For his build, without Storm Armor - Golden, or even Energy Armor-Indigo I believe, I was incorrect. He does ~3000 more damage over 40 seconds with Familiar-Crimson versus Familiar-Golden. I thought he might be able to cast a weaker Meteor so many more times that it would 'out-damage' Crimson.
FYI, 40 seconds of time with your build/regen rates/and best case scenario you regen 14 AP from every Electrocute cast, you can do ~16175.7 damage with Meteor.
EDIT : I'll calculate human error into my figures and say "take them with a grain of salt". However, what I do know, is that your Meteor is more beneficial with Familiar-Crimson versus Golden. But you didn't need me to tell you that.
