So this build is pretty much given away in the name...you can be casting your skills basically non stop! The only skill that has a cooldown is Teleport, but I think that has been dealt with here.
The Breakdown:
Passives:
Prodigy- This will be used when you are running low on AP, which will be often with your beams firing off! haha
Arcane Dynamo- This will complement Prodigy, so while you are refilling your AP you can get ready to unleash a nice punch on your next skill!
Glass Cannon- More punch, what else do I need to say.
Active Skills:
Electrocute (Golden)- your fountain of AP, and cost no AP.
Arcane Orb (Indigo)- Larger explosion radius, good for clearing our groups of mobs.
Ray of Frost (Alabaster)- This should be used when most of the mob is low health, it will help you wipe out the rest of them.
Arcane Torrent (Crimson)- Start a battle with this, Crimson will help your Arcane Orb blast them to pieces!
Ice Armor (Alabaster)- If you get hit (which shouldn't be too often, but just in case) 55% to creat frost nova, helps you get out if TP is on cooldown.
Shock Pulse (Alabaster)- Another signature spell to increase your AP pool, and stacks up your Arcane Dynamo. Alabaster rune, with death come more death, what is wrong with that? haha

There's been another thread about Alabaster Teleport. Considering Blizz has specifically stated they don't want people skipping content by freely teleporting all over the place, the general consensus is that Alabaster doesn't reset the 2 sec cool down each cast. Meaning you can get off 1 - 2 teleports after your first depending on your cast speed.

Seems like a pretty solid build though.
