Yeah I can roll the vit to either crit chance or socket. Was toying around with d3planner and any of the available options come out very close, the fire neck with vit rolled to socket comes out the highest by a small margin. Not sure how accurate d3planner is though.
However, I'd roll the fire damage into crit chance. Ammy's are one of the few places you can get really high crit chance and damage. You want them both, even over a socket. If you don't feel like you need the toughness then roll the vit into CHC instead. But I'd dump the left on in favor of the right with 10% CHC even without a socket.

Only two tal's I've gotten, which one would be better to use http://imgur.com/oyMECGl
Not sure if crit or fire damage would be better.
crit will better imo
In my opinion, you shouldn't "vaccum analysis" it, I mean you should look at a couple other things too:
If your crit chance >= 50%, then the 98% crit damage will be most effective, right? One point to the left one;
else, one point to right one;
If you're using Tasker and Theo + Serpent Sparker, then the Fire will be your most effective element. then its two points now;
else, two points for right one..
You can judge now, probably..
PS: The left one have one roll available, right? Why dont you roll Vitality looking for CritChance?
ps: why we can't link items? like
The Furnace
for instance..Yeah I can roll the vit to either crit chance or socket. It's very accurate, I love that site.
