Seems like the proc would do massive damage with a full stack of Tal's buff. Although I suppose it would be hard enough to find a cold skill worth spamming while wearing 6p TR.
When it procs, it obliterates something, the proc chance is very, very low however.
I've tried testing it running Halo, Frozen Solid, Eun-jung-do (follower) and Frostburn. It'll just completely wreck an elite or champion pack if it procs, but the proc rate is really, really low. It's absolutely not the listed 10%.
Overall, it's a really cool weapon, but useless.

You don't need a cold skill to proc, any skill procs it as long as the target is frozen (halo of arlyse) so it's a good idea on paper.
