I'd think with a chain lightning build (High IAS, Mykens+Velvet Camarel, new Wyrdward) add in Storm armor with Shocking aspect, electrify wep, Teleport, chain lightning, lightning orb, then Slow time-time warp. Especially since the damage of the Magnum Opus set is based on your + elemental damage, it means it can proc the stuns (maybe shocking aspect/electrify wep too) Then you could always forget the chain lightning allowing you to use crown of the primus, triumverate, and piercing orb.
Add in a wep like shard, odyn son, or even the new skycutter or gesture of orpheus... single handed build with mass chain might lay waste. Maybe 2 arctstones for your minion and you if you can handle wearing 1 more set piece.
Otherwise... swap the velvet camarel and the orb/one hander for the new Scaefer's. Drop the chain lightning for Arcane Torrent perhaps.
Define good though, because I feel that is the problem.
I took a Lightning Wiz using Chain Lightning and the Blizzard lightning affix and steamrolled T6 as well as getting up to GR33. Sure that is not mainstream top of the line, but it is super fun, and to me a lot of people are losing sight of this. Sure we all want that one set that rises above the rest and gets us as far as possible, but many truly forget the point of games like D3 or PoE where it is also intended to just do random fun builds and see how far you can get them.
For instance, I was doing a WW+IK build well before they announced they were going to release the Wrath of the Wastes set which make WW insanely powerful. In this build I had an Ancient Thunderfury and an Ancient Fulminator (So yes, I got extremely lucky) and used Wind Sheer affix with WW. I also used Overpower-Killing Spree. For other equipment I had a lightning reapers wrap, hexing pants, and a lightning Andreal's Visage. I was able to take this build up to GR36 using Call of the Ancients with their Lightning affix having them absorb 50% of damage when I was in a bind. That was extremely fun, but Raekor clearly was the best performer.
So to sum things up, just have fun once in a while, it really adds flavor and texture to the game helping it live longer between major content patches.

This was about as far as I could get with a chain lightning/AT build. I think I could get further with a decent pure AT build, but I just haven't gotten the gear to support it. The main problem was being incredibly squishy (but then, I guess almost anything is at high GRs) The main problem with this build was mainly dealing with Rift guardians solo... otherwise, clearing high density rifts were cake, and I was easily able to lock down groups of 15 or more... champ packs were a breeze provided they didn't have lightning storm or binding.
Personally, I feel electrify wep really isn't about damage, but proc'ing more stuns. And in general, I'd never consider using more than 2pc tals in a single element build... I'd be more likely to do 2pc tals/4pc Opus.

All of those things you mentioned are terrible.
You have 3 options, none of which will be better than other elements:
#1. Use tal's 6, and lightning meteor (worse than fire)
#2. Use DMO 6, and Arcane Orb: Spark (worse than cold)
#3. Use tal's 6, and lightning hydra (far worse than fire)

Gems would be BotT, BotP, and Zei's.
Bracers would be Ranslor's.
Rings could be SoJ, Unity, Bastion of Will set, or Wyndward (in-case you don't want to use the paralysis passive).
Weapon would be something with +lightning damage.
Hat is Crown of primus (slow time gets all the runes)
How to play it:
1. Drop a Slow Time and E.T. in the same spot. The E.T. will pull in mobs to the slow time.
2. You drop a lightning blizzard and lightning orbs on them until you're out of AP, then switch to shock pulse.
Slow time = lightning damage dot and damage increase with additional CC.
E.T. = does damage, but pulls enemies into the Slow time.
L. Blizzard = lightning damage and increase damage done.
L. Orb = Lightning damage and increase damage done.
Shock pulse = highest damage lightning sig. spell.
Force Weapon = because it will do more damage than electrify.
