Do items / skills that proc a Frost Nova, like Halo of Arlyse, Ice Armor (Ice Reflect), or The Magistrate use a runed version of the skill if you have the skill and an unruned if you don't?
I'm trying to decide if it'd be worth using Frost Nova or not for a cold build that uses those items, but without knowing this, I don't know.

Winter Flurry/Magistrate would see some use if they did something like Frost nova lasts an additional 3 seconds, or Frost nova gains the effect of Bone Chill in the case of Winter Flurry. Wizard legendary items, are particularly bad.
I find it mildly amusing that in group play, with a Halo-equipped, a Wizard might choose to use Winter Flurry over a Firebird's source because the entire group gains the benefit of Bone Chill, and Halo would be continuously recasting Frost nova. That is how Legendaries are supposed to work.

What I know so far:
It does inherit the rune of frost nova that you have on your bars.
It does not have an internal cooldown as far as I can tell
Losing an amount of shield equal to 10% of your health will trigger it...things like galv ward.
It replaces the melee dmg reduction from the base ice armor, doesn't stack with it.
Fully absorbed damage will still proc the ring even though your health doesn't change. This includes blackthorn's for sure, and I suspect immunity amulets as well.
I'm pretty sure it doesn't need to be over 10% in a single tick to trigger, but 10% within a small window of time. I'm not sure how long.
