If you're planning on using that in a Carnevil build, rerolling AllRes to 15% poison dart damage could be even better.

Definetly not, the 20% CHD is by far the way to go.
You do know that PD% is a separate multiplier? It really depends on your remaining gear.
So lets do some math and consider the crit multiplier and the PD skill multiplier:
Base setup: 50% CHC, 450% CHD, 30% PD damage.
Crit multiplier: 1+0.5*4.5 = 3.25 | PD multiplier: 1+0.3 = 1.3 | total: 3.25 * 1.3 = 4.225
Add 20% CHD, crit multiplier becomes 1+0.5*4.7 = 3.35 | total: 3.35 * 1.3 = 4.355
Instead add 15% PD damage, PD multiplier becomes 1+0.45 = 1.45 | total 3.25 * 1.45 = 4.7125
So for an average CHC/CHD setup, PD damage wins by far. The relative increase is even more if you don't have any PD damage on the remaining gear, 15% total damage increase to be exact.
I see what you are saying, but your are only talking about increasing one skill's damage, when the 20% CHD will increase all damage output.

Crit chance, there's no real other option. 20% CHD >>>> 84 int. And in the end you'll want an ancient one with 650 int anyways.
