With 39-66 dmg, my guess is next to nothing, sorry =/
Unfortunately this man is right. It's not really appealing to anyone really due to it being so close to 60 and it has well... low stats. So you may have 100k max there :\
But you'll probably get more for vendoring it (or, if that level unique can drop the unique mat).
Also, who at Blizzard thought reducing ZC mana cost by 3 mana was a good idea? It costs 140 some mana. Sure, it means we can cast 2% more in a given time frame, but since no one has enough mana to cast more than 15-20 at a time, it's not really worth it. Even the max of 7 mana is really not worth it, as that doesn't even get us up to 5% more. Also, reducing cost is boring. If it increased range or width, that'd be awesome, and not the exact same as every other skill modifier.

Are you honestly surprised about this, though? When looking at how piss poor the inferno testing was with pets and the total lack of useful nukes outside of friggin melee range.
