Considering that there is no limit to how many dogs you can have resurrected via abilities other than Summon Zombie Dogs, you will most likely end up with a huge mob of them rather easily.
The only concern I have for this build is positioning the dogs, pretty much like a summon necro without enigma.
not sure if im reading what your saying right. but no matter what ability you have summoning them you can only have a maximum of 3 dogs out at any one time. and 4 dogs with zombie handler. tested in beta*
like the skeletons in D2 the dogs run off on their own and attack the first enemies they see and you cannot command them to stop unless u run far away and they poof next to you, also like the D2 skeletons.

Correct. This is why I do not pick up Zombie Handler.
While you will lose an extra dog from the initial Summon Zombie Dogs, after that, it wont matter as long as you spam sacrifice during combat not allowing to cap yourself.
So I figure its better to take advantage of another passive
Every talent to spawn zombie dogs, then sacrifice away as they spawn
