well? if you dont actually have the summon zombie dog skill, but you have the circle of life passage, do you still summon a dog? and up to 3? and then if you have the passive that increases it to 4? if this does in fact work (which idk why it wouldnt considering no other skill in the game "requires" another skill to work) then you would have an extra slot for another skill and still be able to have your zombie dogs.
would very much like blue confirmation on this.

You have a extra ACTIVE skill slot and one less PASSIVE slot.
They just found away for the WD to choose what skill slot he want to spend in order to summon sz dogs. Passive dogs summoning seens much less reliable (and you also have to start your game without summons for protection), however they might be ressumoned faster, wich imply you can use sacrifice more often.
I assume you can also use both skills if you really want to focus on sacrice.
Circle of life works without summon zombie dog. You can raise up to three dogs using circle of life just as you can with the skill. If you have both the skill and the passive, you can still only have three dogs. So, there is really no reason to have both. You basically decide if you want it as a skill slot or a passive slot n
