Agree with Scyber. Even though the level was low I would entertain the idea that level increase will increase health and damage rather than number.

You can make those dogs explode, so having many of them run around might not be useful. Skill increase will probably increase health, damage and explosion damage. Perhaps at certain breakpoints (say 5 levels) you can get an extra dog?
I don't think you can catch them on fire anymore am I correct? I recall reading something along the lines of people didn't know what was going on or how they were augmented

That sounds right, I also read that somewhere - it's a pity, I thought it was a good idea, hopefully they replace it another summon made out of fire like (oh here's a creative idea) a fire dog. lol i just liked the idea of something running around like crazy on fire....
As for how many dogs you can summon - I guess 3 or 4 Like the Druids wolves but we may be surpirsed
The ability to make the dogs poison or fire with your spells has been removed. However, this is not to say that another skill or skill rune will not have the same effect.

Summons are one of the hard things to balance and summons for the WD are likely to change some more over the development of the game. Do you give them tanking power but no damage. Do you give more damage but very weak. Do you have just one powerful summon pr many summons that are weaker but when attack as a group can be powerful.
We also do not know what the effects of runes or other skills will have on the summons.

On Strike and supporting Fallout 4 Mod Makers
Some fallout 4 mod makers have had their mods stolen and uploaded and downloaded on Bethesda's site for the Xbox One.
They said the summons could not be fire or poison imbuned through spells but I think they are making passive skills to buff your pets not entirely sure though. And I think they wil be few but really powerful they only have like 3 types of summons anyway.

I think they will make runes change the summons, poison, fire and such.
There are actually 2 skills that i've seen over time (not sure which are still in the current build) that would actually significantly help the zombie dogs:
1.) Unrelenting Assault - % chance to ressurect the dog upon death. I forsee this comboing with the sacrifice/ suicide ability if chained properly... to devastating results.
2.) Parasite -The % chance to spawn a zombie dog upon death. Cast this on your targets, sacrifice a dog, another one will spawn from the corpse, and maybe the sacrificed one will respawn.
Chain together, you have yourself the new corpse explosion effect!
in the vids the most i seen was four, just wondering if that was the cap.

The fetish army is more of an AoE dmg spell than a summon. It is only temporary. They don't stay with you.
