we've got curses up 100% of the time, so trangs is a flat +200% dmg. the shadowhook is 0.5%/ess.. so ud need 400 essence to match, which i'm pretty sure we don't hit so why? Is the 5 extra ess per spikes really worth the dmg loss?
Not all Rathma Builds use Shadowhook. I'm not sure what curses you're talking about. Most Rathma builds use NO curses because every skill slot is used by a pet skill. Rathma technically is "short" 1 skill slot because a lot of builds should have Army of the Dead but it just can't fit unless you discard a needed skill. Unfortunately, most builds don't run Army of the Dead because of this.

Some Rathma builds use Cycle in cubed as well.
In HC running decrypt with dizzying curse is pretty standard.
From this general response though, if you are running a curse and aren't running simulacrum then trangs would actually be better than hook?
No clue about hardcore Rathma. That's probably the worst set to use for hardcore. If you want to push with a hardcore build then you should try my "Cursed Bones" build. I guarantee you will hardly die compared to any Rathman build and can push 80's with decent gear and decent paragon.

Why do you use stone of jordan in that build? Also wouldn't rose/pledge be better than ure ring/neck in that?

Not a single solid Rathma build runs Army of the Dead and runs Decrepify - Dizzying Curse (heck, any necro build should run Decrepify with the sheer toughness boost you get from Dayntee). It's just plainly easier to not rely on a high cooldown skill.
You get way more damage from using Simulacrum with Reilena, combine that with the extra essence you get (and yes, that is definitely a big factor) from using Bone Spikes and it's a no brainer. No essence means no mages means no damage. Try running the build without it and you'll be starving for essence even more than ever.
As far as damage goes, Cycle multiplies your damage by 4x while Shadowhook multiplies it by 2.5x outside Simulacrum, and 5x inside of simulacrum. So Cycle is always going to result in higher overall damage, but not by a *huge* amount on average if you take Simulacrum. For 12.5% Sim uptime it's around 42% more damage to take Cycle.
The damage from Cycle is more reliable, though, and is never "wasted". Also, for many Rathma builds that skip Simulacrum for e.g. Devour or Bone Armor, Cycle is a ~60% damage increase.
Personally, I have found it to be very viable to run Cycle instead of Shadowhook, and use Siphon Bood/Blood Sucker in conjunction with Reaper's Wraps to solve the essence issue. Compared to Bone Spike + Shadowhook, the essence gain from using Blood Sucker is much better as long as you have reasonable density, and you do more damage as well. Under typical GRift density, you can instantly fill your essence bar just by tapping Blood Sucker and just crap out maxed out Singularity mages constantly. The only downsides to this approach are on longer rift guardian fights at high GRift level, and higher ramp up time when you are stuck with poor density. But for just clearing to the guardian I like it a lot better; it's significantly more damage, has better essence regen, and it lets me take Devour and Bone Armor for better healing/toughness without worrying about needing Simulacrum.

Under simulacrum you get 300% increase in damage with Reilena

It is because of essence generation, period.
