It's still a solid build. It can't out perform blood lance or pet builds though especially since Rathma got buffed last hotfix. It does very well in hardcore because it's tanky. I've been meaning to test Strongarm Bracers with Dual Scythe but haven't gotten to it. I found out about a week ago that it procs the damage bonus from the bracers.
Not sure what your latest build out of this is, but if you are going to run Simplicity's and rely solely on scythe damage rather than proc gems like PE and Mirinae you will gain significant damage by dropping Stone of Jordan and making room for RoRG and Depth Diggers. If you have no elemental damage, and no elite damage than Stone of Jordan is 1.2*1.3*1.09 = 1.7004 or a 70% damage increase. The 100% damage increase for Depth Diggers is stronger. Even if you use the legendary gems I suspect Covention of Elements will be stronger in that slot.
This does look promising and I will give it a try once my gems are leveled. I do have a few questions as this build baffles me with some of your choices:
1- Why do you have CDR prioritized in your Stat Priority? You only have Bone Armor and Blood rush that use cooldowns and they will not benefit much from the CDR.

This build has always relied solely on Grim Scythe. I created this build in the first week of Necro release. Didn't even use Mirinae at first which isn't worth much anyway now.
I don't use Depth Diggers because you lose a gem slot and +15% Grim Scythe damage which you didn't include in your equation.
These are things I've tested at 80+ grs countless times. The only issue is the RG. SoJ provides consistent elite damage than CoE which I have tested as well.

1. Just an oversight. If you read the description it's very clear that CDR is not needed.
2. In the description, Physical damage is a stat priority under "Physical Synergy". The "gear" itself went through 3 or more changes. It evolved to SoJ. Another thing to mention is that initially this build was stacking attack speed with PE + Gogok. Hence Int + Attk speed were more optimal at the time.
3. They are "recommended" not required. There are other options in the description.
4. PE is fine. You can read in the comments section that we were using PE until 80-85 where we had trouble with the RG just taking way too long to kill. Stricken closed the gap. It really depends on which RG you get though. Some bosses are just a pain for melee.
5. Survivability. This is a tanky build. Plus, why not have options? Not everyone likes to wait for a cooldown every 20-30 secs just to anything. Most people don't even like Lance builds but they play it because there aren't many options available. And, why play a Lance build with Inarius when it's 10x better with Trag'Oul? In my opinion, Inarius is a melee set and my build supports that concept.

Since you mention the HC viablity explicitely, are there any
modifications you would suggest for that extra hunch of survivability?
If you have enough paragon then use blue gems. I was using red gems in 80+ but I had under 1k paragon.
OR
Swap out Gogok for an Eso.
Don't do both because you'll sacrifice too much damage.
Ive been playing with it still and i swapped out my PE for both stricken and trapped, and the trash killing grinded to a halt. PE really helps with the build. IT procs hard and often. It will melt mobs in the 85-90 range with ease. Ive ran a solo 91 now with this on my non seasonal character.
Im still using Mirinae, Gogok, and Pain enhancer on mine. Although I have been testing with Stricken vs mirinae, and stricken works a lot better on the higher levels when you get to the RG which DPS becomes key. Mirinae still works and between it and pain enhancer mobs die fast.
Mine is more closely built to the original build you posted, i think the main difference was i used Gogok in the beginning.
I use lornelles in the cube and krysbin and trav/compass combo for jewelry.
As far as HC goes, you can swap out the mrinae/stricken to an Estoteric for more survivability. Moratorium could be nice simply beacsue of how much life regen you have with this build. BUT Eso is probably better simply for a constant DR buff.

I was on the same boat under 1k paragon. Most players that clear GR90 smoothly are paragon 1.5k and up, and that's with ANY build. That's just something to consider. It's a strong build and offers something different. Completing 80+ is more challenging because it's a tanky build. Personally, I like this build because it's not CDR dependent. It's more engaging than running around waiting for LotD.
Other players will prefer high dps builds because they want to beat timers. This build isn't made to race the clock but it's a good build and can get you to 80's in no time. Clearing 80+ without issues requires a bit of paragon and sheet damage.
I wrote this build almost a year ago and been gone for almost 8 months. I guess I'll try it out again and give you some feedback based on the new changes. Since I've been back, I've tested a few of my old Inarius builds and they didn't hold up. I'm not sure what happened with Inarius. I feel like Bone Armor doesn't even work lol. I don't feel ANY damage reduction even with 15 stacks of Bone Armor when I use the necklace.
Is this build still viable for 70s? Anyone tested it? I have a build close to it and I'm attempting to get above 60 currently but struggling, although I don't have the entire build yet.
For 70's, it should be fairly easy. This is a very tanky solo build. It's not an "elite hunter" type build. You gather as much trash as possible when burning down an elite pack. Since all of your damage comes from Grim Scythe, attack speed is your priority. Cdr is great to proc Bone Armor damage but I wouldn't sacrifice attack speed for Cdr. I think area damage should be second to attack speed then Cdr. If you're looking for speed then this isn't the build for you.
Tested. Does not work anymore. Not sure how they managed to break Inarius even more but they did. I used to do 70-80 with ease in the same exact gear and sheet damage (actually, I have about 30%+ more sheet damage now). Surprisingly, I just die without even getting a few swings in with Bone Armor at max. This is totally broken. It was never this bad. It's been almost a year and they still haven't fixed Inarius. That's disappointing.
