I have not been playing much as of recently so I'm not sure what patches have changed. I have dont some poking around on the auction house and I have a little money to spend but I am not sure what items need upgrading the most. Also, not sure if I'm using a good build or not anymore. Any help is much appreciated.
One big that i see first hand, that you have to change ASAP is your weapons. Spears are way to slow for a SW build.
No their are not! Tbh a spear is kinda the best possible mainhand you can get bcuz the dmg range on those are fantastic. You can get ias from alot of other pieces like pants, belt and jewels.
False, statement is just false. Weaps are the EASIEST way to get AS. Let me know how much it will cost to get the upgrades you need on your equipment to equal the AS increase you will get from a simple Dagger with 1.5 APS on it vs a spear or mace with the standrad 1.2 aps on it..
You can get great weaps cheap, if patient enough, with AS on them and you dont need to worry about AS on other items reducing their costs significantly.
SW still scales from the current active weapon. If you want to max. your sw dmg you will need a hard hitting weapon with best possible dmg.-range and those are spears. You dont need a shitton of ias on gear. A decent witching hour is like 10mil. Using inna´s pants is the 2nd ias item. Now you can either get a ring, neck, gloves or even lacunis for a 3rd ias item. Many SW Builds using FoT as well as WothF so its easy to get more then 2aps with a fast offhand(im using a sword atm).
Your statement is misleading. You are correct if we are talking about 1 sweeping wind tornado.
For example(Numbers rounded for ease), I will assume both builds have the same CC.
A build with a spear does 1 APS and your DPS is 200k. 1 tornado will do 40k dps (20% Dmg).
A build with a Dagger does 2 APS and your DPS is 150k DPs. 1 tornado will do 30k DPS damage but this build will spawn 2 tornadoes in the same amount of time the other build spawned 1 for a combined damage of 60k dps.
APS will always win out with tornadoes. More tornadoes will equal more damage. Also throw in that you regen Mana and life quicker APS is always a better choice for a monk doing high MP levels vs a slow hard hitting weapon on high MP's.
Gems... i can never understand people not upgrading their gems...
When I farm, I pick up EVERY gem and tome of secrets. I purchased about half my gems, and crafted the rest. I sold off all the upgraded gems I don't use (topaz, for example).
If you have 500MM to spend, buy gems as part of your overall strategy.

In the DPS formula, there are five factors, min-max damage of weapons, CC+CD, dex and AS.
My AS are 2.4 MH and 2.3 OH, a difference of (1.5-1,2)/2=0.15 only has a little impact on overall AS,
However, the weapon damage is huge, which can be as large as 50%.
If you use other skills, say WOL or SSS, the difference is even more as they are based on weapon DPS.
Your example is wrong in the AS calculation, it is never 1 to 2, but rather 2.2 to 2.4 or 2.5.
