I will test it again with MoE but I did keep 1 mob up for a couple minutes and stood in the plague for as long as my hp would allow, then healed up to repeat and still didn't note any difference in numbers.
*Update* The blazing guardians fire attack does have variance but I'm not sure if it's based on damage ranges or me actually dodging. Same applies to desecrate. I haven't found plagued again but the ticks were pretty consistent at 937 per.

As for making sense, who cares about sense? Blizzard doesn't. Sweeping winds is off active weapon while ww nados and sprint nados are off main hand. Cyclones don't get loh but wicked winds and nados do.
However, I can explain that arcane would not be able to be dodged because it's technically a ground effect since not only the beam will do damage but the point of origin will also do dmg, while fire chains is classified as an aoe.
I did not test arcane beams so I can't say if they can be dodged but like I said there's reason to believe it could go either way.
Arcane beam seems to take HP off in chunks for me, not fast ticks, so I'm inclined to accept it can't be dodged, there would be plenty of room for scrolling text each tick... I think.

So it totals the damage and displays that number on every "visible" tick. So even if you can dodge something like that, it would have to be many times in a row to display "dodge".

For that matter, anything that can be Dodged can also be Blocked if you are using a shield. If you are unsure about it, equip a shield and take a few ticks of arcane or fire chains, you will hear (if you have sound on) the sound effect for blocks. Ground affects cannot be dodged or blocked.

Assuming you dodged the first hit, I am pretty certain I said I didn't test it and thus would not have been walking in an out of it while paying attention to dodge being only from that. So yea it kind of would matter beyond the first hit. But keep saying it wouldn't.
