I was a little bit shocked when it was revealed that Exploding Palm, not Mantra of Retribution was the least used skill by monks in Inferno. Because I have not seen ANYONE, not a single person, use it. EP on the other hand, some dudes like to roll with it and have posted on forums doing so.
That said, MoR sucks. The best rune for it is an AS boost, which kinda goes against the premise of the skill of reflecting damage.
The game keeps changing, so I thought why not make this mantra slot a viable one?
Not in any way overpowering, just another option. So I came up with this idea (the name is still up for grabs), which is all about speed:
Mantra of Velocity
Recite a mantra that causes you and your allies within 40 yards to gain 4% attack speed and 6% movement speed for 3 minutes. For 3 seconds after the activation, gain a 5% chance that every melee attack slows enemies within 14 yards by 40% for 2 seconds.
- On The Run: increases movement speed by 4%
- Impatience: increases attack speed by 6%
- Cowardly Escape: gain a movement speed boost of 6% when life is below 25%
- Marathon: moving while under the effects of Mantra of Velocity will regenerate 175 life and 2 spirit per second and increase health globe pickup radius by 7 yards.
- Blessing: every 30 seconds, gain a 5% chance for 3 seconds that the next melee attack you do increases attack speed by another 6% and dodge by 10% for 4 seconds.
Just some thoughts.. I tried to make this using Blizzard's PoV of Mantras.
I thought so too, but from what I've seen from blue posts, like when they talked about not doing anything to crit in a PvP setting, made me wonder if reflect damage off of negligible damage income is worth it. People are expecting some kind of damage reduction, which would make MoR even worse.
Why would I act like a reflect damage elite when I can increase my damage by 48%, or increase my chances of not getting hit or pumping my resistances, just to name the oft used?
As it stands now, even with a PvP patch, it is near useless. The work you have to put in to make it worth taking over the other mantras is enormous. Using defensive skills obliterate its efficiency, as you stop taking damage with Blind and Serenity. If you dodge you don't reflect. If you block you don't reflect. Giving up damage in order to get a lot more HP, not getting too much armor to reflect a decent amount, getting thorn gears to improve damage output.
It comes out as a tank skill, and that is not a Diablo concept.
Kind of a rant, don't like that it turned out this way, but I like to switch around my skills and this is the one I have used and liked the least.
the only semi-useful rune for it, if you are in a group tanking for other people, is the indignation rune (especially when combined with cyclone strike since all the gathered mob around you are hitting you anyway)
semi-useful though, and requires that your gear is already good enough to be tanking without mantra of healing for resists, or mantra of evasion either, the stuns really help control some nasty packs sometimes.
I have experimented with it and find it useful situationally. The problem is that it is not awesome on its own as a regular skill and since I try to roll with the NB at 5 stacks, I seldom switch to it. While the OP has some interesting ideas, I'm not sure how best to improve the skill. Perhaps all it needs is to reflect a percentage of damage before any resists are factored in.

Mantra of retribution is very powerfull , very underrated but very very powerfull.
The key to using it effeciently is to DIE while you hit the button , with as MANY mobs as you can around you .
There are 2 runes you can use with this that make it very viable , as long as you have drunk a bit from the bottle called L2P.
Mantra of retribution - Retaliation.
This is generally the one you will use if your farming small groups (bit squishy still etc) , The 80% dmg reflected is really nice if you stack VIT instead of All resistance, Remember the more dmg you TAKE the more dmg gets reflected. 80% dmg reflect = 30k dps to the mob attacking you easy.
However the Mantra of Retribution - Collateral Damage is most likely my favorite. Combine this with Fists of thunder (chain lightning rune) and you can do some sick sick sick dmg to mobs around you.
The goal for this rune / mantra combo is just to run around , get as many mobs on you as you can , pop Serenity , blow cd's (if you got explosive palm use that) and moment serenity runs out hit Mantra of Retribution , you might die you might survive but either way EVERYTHING around you is dead, be it 10 mobs , be it 50 mobs. i took out 3-5 elite packs with it at once in act I on inferno.
Good to know, but i wonder if it's really worth it considering the repair costs per run, and that no everyone has that much money to spare.

Please enlighten me with its uses in Inferno and how it can be better than any of the other three...
I used last night in Act 3 with Transgression just for kicks, and it was... unworthy of the awesomeness that is the monk.
I actually laughed, good job! You definitely found the perfect use for it. (not being sarcastic at all)
