atm only have about 10 mil but i feel that my rings and belt may be my weakest items, anyone will to give me some advice on what i should upgrade first?

any help would be greatly welcomed. i can clear act 1 and 2 every pack but struggle in act 3 havent killed ghom yet.

Not knowing your build, but seems like you are trying to go full offensive in act 3. If that's the case you will need much more resists and armor. Link your build so we can give you more inputs.

Ahh ok, yes you need much more defensive stats, resist and armor

Any kind of elemental attacks (arance, desecrator, fire chain, etc) will deal so much damage to you, combined with those nasty affix, vortex, waller, jailer, even with your high LoH, it is hard to stay on mobs and hit the same time to compensate your HP lost

I would change to MoE hard target for more armor, or use a shield, or do both for best result. With a good shield, you will lose only a little damage, but overall more balanced offensively and defensively.
