That's obviously just block chance, so compare the other stats, if the other passive stats (all resist, reduced damage from elites etc) surpasses 8.93% damage reduction, then the StormShield is better.
And remember kids, going from 50%-60% damage reduction is NOT a 10% incrase in damage reduction, it's 20%.
Just like going from 98%-99% is a 50% damage reduction.
Basic math, we all learned it in elementary school. =)

No, Stormshield is NOT the best shield, It's not even the best shield for its value. Do some looking around, If you want to drop over 40Mil on a shield - perfect stormshields are NOT the best. You CAN find better.
Even in the 4M range, you can find the 19% Stormshield equivalents for 2M, or less. Stormshield is never worth it.

A 21% sacred shield blocks 88326 damage accross 100 hits vs 104592 from a 32% Stormshield.
Stormshield block 6.43% more, a MAX block sacred shield always blocks more -IF- it has a good +block modifier aswell.
I said with Justice lantern and Helm of the command.
If you use those two items you will find 21% Sacred = 32% Storm
Also Singel res is maxed at 60 and a shield can have more than 150 dex (double stat).
So 5 different calculations on a relatively easy question.
Can anyone actually post accurate math on this?
Perfectly rolled 29% sacred shield with double dip res/dex/vital with a good 6th stat (socket/%life/crit) will always trump a stormshield for a monk. You don't really need math to see that all those epic stats + 1000 more block value trumps a mere +3% block.

If so, what should i look for in buying the shield?
do i prioritze block% ? damage reduction in elite? armor of shield? etc?

Do i still need to look for a high block rate in sacred shields? or is the more impt item there the armor and stats?
Sacred shields can have a max base block of 20%, but they can also roll up to 9% block as a stat, giving them a possible max of 29% block.
Stormshields always have 7% block as a stat and anywhere from 10% to 25% base block, giving them an effective block range of 17% - 32%.
Sacred shields also have a higher block amount than Stormshields do. (max ~4700, compared to ~3700 for Stormshield).
