As far as PvE goes I see it as a nice utility for the Monk. Since you have to target an enemy I doubt it will be OP'd in the sense that in inferno mode, you'll get one shot if you tele into a pack of mobs.
With PvP this can defiantly help close the gap on an enemy, but the same rule applies that you have to target someone, and you probably don't want to tele into the group of enemies =)
I don't know but if it doesn't have a cool-down it could be used to teleport through dungeons like D2 just that it will be a little trickier to execute. Can you target urn and pots is my question???

I wouldn't imagine, just because you can't teleport to them in the Beta using Dashing Strike
I see the rune as a trade off, you sacrifice a rune ability for your spirit generator that could otherwise be more useful so you don't necessarily have to use a skill slot for some other mobility like the aforementioned Dashing Strike
