The highest I have ever seen my aps get up to with the flying dragon cubed is 2.51.
Even using the reduced multiplier that Quinn69 talks about in his generator build, a factor of 1.8 rather than the double listed in the description of flying dragon, wouldn't I expect my highest aps to be over 3?
Is there something bugged with my cubed flying dragon, or am I not understanding how it works?
I think I had a bug once with a cubed item not working... not sure which one, but for me it was simply leaving and rejoining the game to get it to work (you might also change the cube item and switch back). Note that it's a proc, so maybe you're just unlucky with not getting procs? Note that at 2 APS you need to hit quite for quite a few seconds before seeing an FD proc.
I have watched it over the course of killing a grift 45, which took a good 2-3 minutes, and still it never gets over 2.51.
Does anyone have a video showing a starting value and then what it becomes when the flying dragon procs? Or some screenshots or something so I can figure out what is going on?
States that flying dragon only doubles the WEAPON's aps, not doubling your total aps. My bad, makes flying dragon a useless cube for me with so little aps increase.
Per Quin69's video, he has a 2.48 APS before flying dragon proc, and a 4.51 after it procs.
This is definitely NOT happening for me, as I said, I have 2.09 standing still and then occasionally my characters sheet APS goes up to 2.51. I have never seen it go higher than that.
Please let me know if anyone can confirm/deny this result.

Only thing I can think of is the old scourge of stat stackers: Deminishing Returns.
9 times out of 10, when I complain about something not working the way I think, it turns out to be frakkin deminishing returns...

Did some further research using d3planner, and it also shows that my APS should be about 3, not stuck at 2.51.
Anyone have any idea what I can do to verify this further/report it if necessary?
Additionally, bug already posted on the forum.
It is indeed an issue, and flying dragon is not procing correctly.
No response from blizz yet on their official forum.
