Best is to work with what you get as you get it, so if you have any +elemental damage modifiers or +skill damage modifiers, start with those, the "must haves" for fresh 70, at least IMO, are epiphany, a mantra (damage if you have decent toughness, resist if not, go with whatever rune you like), dashing strike (for mobility and cause it has no spirit cost), your preferred generator and spender. I liked fists of thunder (rune dependent on any ele damage on gear) and explosive palm (same), but play around and find what feels right for you. Just run normal rifts, gambling depending on what you get, to try and get full legendary gear as quickly as you can, changing your build depending on any items you get, until you can do t1 rifts, get trial keys, and start slow rolling.

With yellows on T1 and a Schaefer's Hammer (ilvl 67), I was easily clearing it. Rolled for Sunwulo's Shoulders and gloves, And it pushed me to T4. The additional SW headpiece + royal ring of grandure I was able to do T6 and carry a barb and Wizzard that was only pushing T1s. If you get Innas 4Piece it will help with some defense/damage, but isn't that much needed.
As Rickarus mentioned, stick to one element as it just makes it much easier.
