I currently have 0 life on hit, and I don't use night stalker. So yah, for the build I am doing now the almost insignificant increase in procs is meaningless. This wasn't by choice, but it just kind of happened that way. Sort of like how I have 0 pickup radius lol.
However, I prefer lower MPs that I can blow shit up in. So, I was considering puncturing due to less likelihood that I will overkill. I use a manticore with high crit and crit dmg, so often times 1 crit is sufficient to knock many mobs on their ass in MP2 (Where I farm atm).

I am trying it out atm, and I got to say I don't really see any real difference against elites (Spike trap - echoing blast usually does most of the work against them), but normal mobs are dying much quicker with the additional piercing.
This math has been done before. They're almost identical in the end.
Devouring has slightly higher damage potential, but puncturing is more reliable. Puncturing has a smaller proc coefficient than devouring, so for proc considerations it's basically a wash.
This is not really related, but anyone else thinks that the no-rune version of hungering arrow is the best looking one graphically? Too bad, no one will use that after level 6 or so.

I tested and calculated this,
sum_(n=0)^infinity
1.15 0.35^n (0.7 n+1) = 2.43609
Devouring to be 243% wpn dmg.
sum_(n=0)^infinity
1.15 0.5^n n = 2.3
Puncturing to be 230% wpn dmg

0.35^k = 1.538447 shots
Devouring Arrow fires 1.54 shots on average
Thus the chance to for a proc to occur is 1.54 * 0.65 = 1.01 PROCS

Puncturing arrow fires 2 shots on average
